Legislative leaders are weighing contingency plans for a potential fiscal "doomsday" if a slate of ballot measures designed to balance the state budget fails in the May 19 special election.
Gov. Arnold Schwarzenegger and the bipartisan team of lawmakers pushing the half-dozen propositions continue to insist that the campaign has just begun and can still be won despite a recent public opinion poll showing all but one measure trailing badly.
Californias Big Five on fixing the...But, behind the scenes, elected leaders and staffers have begun brainstorming additional budget cuts that might be necessary. That effort comes little more than a month after Schwarzenegger signed a budget that slashed spending and raised taxes to fill a $42-billion deficit.
The six ballot measures include several that would combine to pump nearly $6 billion into the state's 2009-10 spending plan. Even with that revenue, the plunging economy has already dug a potential $8-billion hole in next year's budget. If the propositions fail, the state could face a $14-billion deficit that would grow by an additional $16 billion if Proposition 1A doesn't pass, according to the nonpartisan legislative analyst's office.
Likely targets for deeper budget cuts include higher education, public schools, transportation, the prisons and healthcare, Capitol insiders say. The state also could move to siphon some of the property tax revenue that normally flows to municipalities.
The real-world effects could be grim. In Los Angeles County, thousands of teachers could face layoffs and class sizes would almost certainly rise, said Assembly Speaker Karen Bass (D-Los Angeles).
"If these initiatives do not pass," she said, "we are looking at cutting $14 billion in programs."

We will never recover from this if the government maintains control of media propaganda. Look what happened to China, they just can’t shake loose from communism.
These so-called "legislative leaders" are creepily predictable.
They absolutely, without fail, will GET EVEN with us California voters.
They will go after the important things and the things we like.
Parks, law enforcement, fire services, that sort of service.
If they cut education, it will be the same. They will cut those ed programs which serve the state the most, for example gifted student programs, sports, and etc, while still giving full support to featherbedding and leftie indoctrination.
Parenthetically, the Golden State's education (K-univ) would never, ever survive a comprehensive audit.

Dear Mexifornia, I am writing to you today to help you overcome your budget gap. Since I am nothing more than a concerned citizen and your politicians are the all knowing, might I make some suggestions?
1) Marxism does not work. Neither does collectivism, socialism or any ism where the people pay while the politicians party. Fire every one of your elected officials and elect new ones that will only serve two terms max.
2) Empty every prison. That’s right, every prisoner who is an illegal alien is to be shipped back to their host country, along with their families.
3) All union contracts are to be immediately renegotiated. All accrued vacation and all accrued sick time is to be cancelled. In addition, in your last year of employment, overtime will not count towards retirement pay.
4) If you are not a legal US citizen, you are not entitled to state services, unless you are willing to be deported to your host country after receiving the service.
If you did nothing more than those four things, within two years your state will be back in black. However, it is up to you the people. Stop letting politicians with their own agendas control you.

The only way the budget can be balanced and stay balanced is if California abolishes welfare, and cooperates with the feds in getting rid of illegal aliens.

Guess what? I don’t need or expect ANYTHING from the State of California. I also don’t want to PAY for everything that the leeches in this state “need and expect” I expect communities to tell the State to take a flying leap and become independent.
I need to know my neighbors and I need to put in a garden and I need to manage my own affairs and I need to educate my own children. I don’t need to provide for everyone’s illegal or illegitimate children. I don’t need to pay for everyone else’s school stuff. I don’t need to pay for everyone else’s drug addictions.
Just count me out of the “need and want” game and leave me alone.

California, as usual, threatens cuts in the most vulnerable sectors of the populace, namely health care, prisons, education and law enforcement in order to scare the people into voting for the propositions. I know it would scarcely make a dent in the budget deficit but when I see the legislators changing their own expectations on per diems, useless boards or commissions, junkets, and all the other privileges of power, I might be more sympathetic.
Take the state owned schools, from elementary to university levels, collect up the deeds and go public with an IPO. Take the money, pay down the debt, and cut the education budget out entirely.
Two more words: Offshore drilling

California Treasurer Bill Lockyer says the state will offer a “nice yield” on its upcoming bond sale, expected next month, and that he will market the issue to European banks. Stacey Delo reports.
