I speculate that he traded votes with some other member of the Republican Main Street Partnership. As long as there are 60 in favor, it moves forward. Likely his vote isn't essential.

No I don’t understand why he’s wrestling with it.
If the process of democracy is compromised, either through loss of earned representation, loss of fair voting, or loss of free political speech...then the only resolution is violence.
Open voting is not fair voting. If voting to join a union is not private, then I will physically prevent union reps from conducting such a vote. If they can be unfair, then so can I.

Let’s not count our chickens. He was pushing for an open primary to allow Dems and union people to vote for him in the 2010 primary.
