Panel Suggests Higher Gas Tax (10 cents/gallon) to Help Rebuild Roads
New York Times ^ | February 26, 2009 | Kate Galbraith

A commission established by Congress to study options for funding the nation’s roads and bridges on Thursday recommended raising the federal gas tax by 10 cents a gallon.

In a report, the National Surface Transportation Infrastructure Financing Commission cited a “crisis” of neglect for infrastructure, and also called for an eventual switch to a tax based on miles driven, rather than gasoline consumed.

Raising the federal gas tax, now 18.4 cents a gallon, is so politically tricky that the idea has gone nowhere in 16 years. The tax is the main source of federal dollars for fixing roads and bridges. The commission said that a 10 cent increase would cost the average household $9 a month extra.

The report also called for raising the federal diesel tax, now 24.4 cents a gallon, by 15 cents.

Raising the gas tax is seen as a short-term measure, because as Americans begin driving more fuel-efficient cars, gas tax revenues will fall. Implementing a mileage tax, which the commission recommended doing a “comprehensive” way by 2020, would also be politically difficult. In the United States, only Oregon has experimented with such a system.

Taxes on gasoline to pay for roads make sense to me, but if this were about charging people for the services they use, an increased gas tax could be offset by tax cuts elsewhere. I won't hold my breath.

Heritage says that Congress has been looting the Highway Trust Fund.

Tax, tax, tax!

as Americans begin driving more fuel-efficient cars, gas tax revenues will fall. Implementing a mileage tax,

Eliminate the incentive to save gas and punish people who need to drive to work. That is Crackerjack thinking. No wonder people can't wait for these Brainiacs to take over their health care and their entire lives.

The stimulus bill is for infrastructure, so there’s no need for any extra gasoline taxes.

Roads are “shovel ready”, right?

No to the federal gas tax increase. In fact I would like to see the current 18¢ removed. The federal transportation budget has been too politicized, too mismanaged and too often used for extra-constitutional control of the states. I don't want any more Big Digs, Bridges to Nowhere, and threats to the states if they don't have the "right" speed limits, helmet laws or seat belt laws.

I don't have any problem with the states raising that money and some extra if they actually spend it on the roads.

Yep. They haven’t been using all the money from the fuel tax to fund roads and now they want MORE money that they say is needed for roads? I become more disgusted with the people who voted for the zero every single day.
