For the most part, I agree with you. However, there was bi-partisan support for their commutation/pardon in the Senate. Since Johnny Sutton is a buddy of Bush, dumbocrat Congressman could see this as a way to slap Bush in the face. Also, in 2012 if it's President Palin (I hope!! I hope!!) I could definitely see her pardoning them. It's better late than never.

That is my understanding also. I heard that their wives said the men did not want pardons as that implies guilt of the crime. They wanted commutations so they could have their day in court to clear their names.
