VILLA HAYES, Paraguay As the U.S. celebrates Presidents Day on Monday, citizens of this small South American country wonder why anyone would overlook Rutherford B. Hayes.

This brings-up some interesting possibilities.
The intervention of President Hayes stopped Paraguay from being partitioned and ceasing to exist as an independent nation after it lost the War of the Triple Alliance. This is why President Hayes remains so much admired in Paraguay.
