Feds and YouTube close to reaching a deal to post video

The federal government is on the verge of reaching an agreement with YouTube that would allow agencies to make official use of the popular video-sharing service.

A coalition of federal agencies led by the General Service Administration's Office of Citizen Services has been negotiating with Google, YouTube's parent company, since summer 2008 on new terms that would allow agencies to establish their own channels on the site.

Agencies have not been able to post videos to YouTube (although many already have) because, under the current terms of service, people who post content on the site are subject to their state libel laws. Federal agencies must adhere to federal law.

A larger obstacle has been YouTube's policy that videos are the responsibility of the person who posts the content. If federal agencies post a video on the site, the government considers it part of the public domain, and therefore does not consider itself to be liable for the content. For the federal channel, these clauses would be removed.

"I think that the previous rules of various kinds have restricted a lot of things that people want to do for using Web 2.0 technologies," said Mark Drapeau, a government consultant who writes about Government 2.0 for Mashable, a social media Web site. "Now post-election it's pretty clear those restrictive rules will loosen up and there will be more freedom to use these tools in government. It will behoove everyone to have a more cohesive strategy and more people from agencies involved in planning that strategy or carrying it out."

On Tuesday, government officials said the negotiations were "very close" to being completed. Google officials did not respond to a request for comment.

Of course once the camel gets it's nose into the tent, the flip side will become more apparent, i.e., if the Feds can *post* videos and create their own channels, you can bet the rent they will soon be REMOVING videos and erasing channels that contain content the Feds find 'objectionable'.

Just you wait and see.

What and who will guarantee that those of us who are not — and don’t want to be — subscribers to You Tube, will be able to get the same information from other media? Shall I go to the ACLU? How many people will be left out of the information loop who do not want to subscribe to a service? We are on the way now of making all information, communication another monthly fee. They really don’t know how many people they will alienate, disenfranchise.
How can Mr Obamasvelt have his weekly “fireside chats” when nobody is paying for the info-tech provider?
They forgotten what a great unifier the radio and TV networks were. Gone now — or going. Gov sold the airwaves but I think — as usual — nobody thought of the consequences.
Hahahaha. Those of us who don’t listen will be happier.

  I suspect that the comments option will be disabled, and then the embed option will also be disabled. When we start copying the videos, reposting them and making comments; then they'll stop posting them.

I know this was pointed out a few weeks ago, but does anyone remember a President in the media as much as he is. I mean, he has his weekly update, he bursts into primetime TV, he wrote a piece for the Washington Post (I think it was) a few days ago, and he is now on youtube. I feel like he’s been in office a year if not more!! He’s wearing us all out.

I guess, the thing I find hilarious is that he thinks we all care about HIM. What support he had before the election isn’t paying attention to him or his “house parties” or whatever else he has going on. Does he not know that a majority of Americans especially the younger voters and would be voters are ADD, computer gamers, couch potatoes or simply just don’t give a damn about what he has to say?!! All I can say is do the dang job and forget about all the flowery talk and phony interviews!!

While what you say is accurate, it is better if he wastes a lot of time on campaigning and propaganda. If he was barely visible, people would think he was doing the job. With this level of exposure, everyone can figure out that he isn’t doing squat except to make sure he is very visible.

Familiarity breeds contempt. It will become easier and easier to make fun of him. All zerO, all the time may help kill TV and other mediatainment.

During Depression I, radio and the movies were a welcome outlet and provided some escape at very low cost. There were even talent contests and dish give-aways at the movies. Today, all entertainment costs something and, as people are forced to cut back, cable and sat TV and movies in the theater are going to be sacrificed. He preempted House this week. I am sure that made lots of fans happy. Then, there is their plan to kill talk radio. One of the last venues for advertising will be gone, as it will destroy AM. That will certainly help the economy. YouTube is voluntary and competing video sites are already available. What if they post propaganda and no one downloads? Will they be able to stop people from posting the url and then commenting on blogs and forums? Forget sites like this one; how will they control FARK?

They just have too many unintended consequences to deal with and I doubt they can control as much as they seem to think that they can.
