I can see this as a ploy for Planned Parenthood and on school campus public health asking for a lot of fed/state funding to treat the Epedimic.
I dont know where gay men go for free sex health care so cant list their clinic outlet.

U.S. syphilis rates rose for a seventh year in 2007, driven by gay and bisexual men, while chlamydia reached record numbers and gonorrhea remained at alarming levels... If this gets any worse, it might even be worth trying abstinance, followed by fidelity. I know, reactionary concept, but if it prevents disease it migfht be a nice experiment.
