There is definitely politics involved in a President-designate turning up at a National Governor’s Meeting, and presuming to make demands of a governor, one way or the other.
Where is the criticism of the, what, nine or ten other governors, who did not attend as well? Are these other governors all Democrats? That’s the only reason for singling this one governor out, that I can see. Unless, that is, it’s due to her being governor of Hawaii.

I’m going to guess and say that she knows what’s on the long form. She thinks he won’t be around much longer and that she would not be missing much from the pretentious One.
