Daryl Gates to testify at long-delayed hearing today on Jamiel's Law and LAPD's policy on illegal immigrant gang members

After months of stalling by Councilman Jack Weiss, his Public Safety Committee is armed and ready today to face angry supporters of Jamiel's Law and Special Order 40 who will get support Monday from tough guy former LAPD Chief Daryl Gates.

Talk radio show hosts Doug McIntyre and Kevin James along with mayoral candidate Walter Moore took up the cause of the family of high school football player Jamiel Shaw Jr. after he was gunned down in South Los Angeles in a senseless murder last spring, allegedly by an illegal immigrant gang member who had been released from county jail hours earlier without federal authorities being notified of his status.

For months, Weiss resisted pressure from the community and Councilman Dennis Zine, a retired cop, to hold a hearing on the Jamiel's Law proposal and the LAPD's policy on illegal immigrant gang members arrested on criminal charges but finally relented in early September to hold Monday's hearing.

He bought time for Sheriff Lee Baca to announce stepped up efforts to determine the immigration status of prisoners in county jail and for the LAPD to develop a response. The hearing agenda includes reports from the LAPD and Board of Police Commissioners on whether they will take action to report "known gang members to Immigration and Customs Enforcement (ICE) authorities" and hold them in custody if they are suspected of being in the U.S. illegally.

Special Order 40 was developed by Gates nearly 30 years ago to allow victims and witnesses to reports evidence of crimes to police officers without risk of being arrested themselves on immigration violations.

It also required to officers to notify immigration authorities if they believed suspects arrested for felonies or mulitple misdemeanors were illegals, but that provision has been undermined in practice to the point that LAPD rarely reports immigration status of suspects.

The Rampart Independent Panel criticized the LAPD manual and its practce for ignoring that provision of Special Order 40, and Chief William Bratton promised in 2005 to change the practice, calling criminals who defy U.S. immigration laws "the worst of the worst, they prey on their own communities, robbing, raping, extorting, and murdering people "

Gates -- famous for such memorable quotes as "casual drug users should be shot" -- is expected to trace the history of Special Order 40 and to explain his own views on how the issue of criminal illegal immigrants should be dealt with.

Jamiel Shaw's family has mounted a petition drive in support of a ballot measure that goes well beyond Special Order 40. They have won significant community support as well as faced substantial resistance.

Los Angeles is run by the same elements Obama ran with in Chicago, anti-American communist assholes. The Mayor of Los Angeles changed his last name from his college days at UCLA so as to make it more difficult to trace his pro-Marxist, pro-latino activities at the school. This city is pretty much lost, at least until we decide to take up arms and take it back. And make no mistake. It won’t matter how the court rules on this issue, nothing will change because there are never any ramifications for those who don’t follow the law in this state. Well, at least for illegals who don’t follow the law.

As a Taxifornia resident, this entire issue with illegals is a gross travesty. The vote-pandering libs who run this state, will never turn away an illegal Mexican vote. It is all about power and control and the only significant population growth in Taxifornia is Mexicans coming across the border and their newborns.

Businesses and people continue to vote with their feet, and are leaving the state in significant numbers. They know the libs will be coming after their money to pay the obscene tens of billions in debt they have run up and continue to run up even more....

Some of the radical libs have already proposed taxing your wealth if you try and leave the state. Sick bastard communists that do not care about anyone or anything except power and control -— typical socialists.

Ultimately, all that will be left in Taxifornia will be Mexicans (mostly illegal) and retired REAL CITIZENS. Now, who is going to pay for the commies’ billions in debt then?? But they never worry about the consequences of their actions, like all libs.....

There are plenty of reports of gang violence south of the border. According to this Daily Telegraph Article:

You don't hear so much about Americans at the Border. Too bad.

Americans are regularly abused. According to this article entitled US Warns Tourists of 'Small-Unit Combat' at Mexico Border -- Murder and kidnapping of Americans has become routine all along the US Mexican border. According to the State Department sometimes heavily armed attackers wear the uniforms of the Mexican police or military. According to Mexicans their military has even become part of the problem. The US Border Patrol has complained to the Bush administration about Mexican military incursions to no avail.

If there is silence about events at the border. The silence about killings north of the border is deafening. And yet....

I have seen federal numbers for illegals held in jail ranging from 19.3% to 27% of the federal prison population.

Here's a sampling of USA cities wanted for murder. What you'll see is that in big USA cities like LA or NYC most of the murderers are Hispanic. Unknown are the % of illegals. In smaller cities the FBI will post the nationalities of the murderers. About 25% of the most wanted are illegals wanted for murder. This number agrees with the percentage of illegals incarcerated in federal prisons. +-25%

Pictures of top 10 most wanted in LA. Up until recent stories about crime in LA posted by the LA Times--the pictures included the nationality of the murderers. They were all foreign nationals and mostly Mexican.

New Orleans wanted for Murder

There are currently no exact numbers on the number of Americans killed by illegals. Part of the reason is that the government deliberately obscures the number. I talked on the phone with the head of statistics for the US Bureau of Prisons. He said his office wasn't allowed to publish the number of illegal alien murderers. Rather they were forced to put legal and non legal residents in the same category. He said further that most of illegals in the federal prisons were in for drug related charges. Most of the illegals in jail for murder were in the state prisons. I talked to ICE. They put out detailed numbers on illegal child molestors. However, they put out nothing on illegal murderers.

Part of the reason for the silence on the matter is that there is evidence to suggest that most Americans--but by no means all -- being killed by illegals are black--as is the suggestion in this LA Times Article. Also this article from the LA Times. And here. This makes intuitive sense. We see stories regularly of drug gang killings in Mexico but we don't see those same stories in the USA. The reason we don't see those stories is not because its not happening. Rather we don't see the stories about illegals killing blacks because that kind of story is terribly politically incorrect. The populations being displaced in downtown sanctuary cities especially are American blacks. That means that their criminal elements would be pushed aside by Mexican gangs as well. That's also the story that the wanted for murder posters in all the major cities seems to suggest.

Why isn't there an outcry in the black community? Beats me.

Nevertheless, the pattern of non reporting is starting to break. Discovery Channel has a series called Gangland that mentions ethnic cleasing of blacks by Mexican gangs. One woman in San Francisco who had her family killed by an illegal is even demanding the city to drop its sanctuary city status. Illegals themselves have become the targets of kidnappers Mexican style in Arizona where drug money from south of the border is often parked.

All that said the true number of criminal aliens is far higher than is revealed by criminal aliens in prisons. Most are simply waived through the courts.DHS Secretary Chertoff, has been quoted as warning that two million people in this country illegally have committed serious crimes. However the number of illegals on death row is far lower. Sadly, so many small towns and villages across America have sent their warriors off to war half way across the world only to see communities fill up with illegal aliens. I hadn't heard about that one. Do you happen to have any links to articles about that? (I can't imagine having to pay in order to leave this damn state!)

On second thought, I'd probably be willing to pay just to get out. Who do I send my bribe exit fee to?

It was posted here on FR, and other places I am sure. It was one of the radical commie legislators that came up with the Stalinist idea. If we still have a Constitution then, if the matter actually became “real”, it would be slapped down as unconstitutional for sure. Otherwise, Remember the Alamo!!!

A better way to explain the tax is that when you sell your home in California, if you do not buy another home in California (in so many months) then you are charged a 3% tax.

A better way to explain the tax is that when you sell your home in California, if you do not buy another home in California (in so many months) then you are charged a 3% tax.

Even this idea is still stealing your money to PENALIZE YOU for not staying in Taxifornia to keep feeding the state money. IMHO, it is criminal and would be slapped down by the SCOTUS.

I take it that you weren't aware that the SCOTUS has refused to adjudicate tax measures. Had to do with something about the federal reserve, gold and fiat money. I don't recall the details.

Had heard something to that effect, but this appears to be different. Here, a person is being penalized for physically relocating out of a state. I think this is really something other than just a basic “tax matter”. Food for thought, and something for a well-versed attorney to comment on -— :-)
