Powell it seems as always been a weasel.
My dad had Powell pegged in Gulf War 1. He said this guy was a phony ridding on the coattails of Stormin’ Norman. He was not wrong then and is not wrong now.
I don’t think of him as a weasel, but as a narcissistic touch-me-not princess dispensing a rare favor to her court.
