Christopher Hill, the American assistant secretary of state responsible for negotiating with the eccentric regime of Kim Jong-il, returned to the South Korean capital Seoul from a three-day stay in the North.
He offered Pyongyang a deal under which verification of the North's promised nuclear disarmament would follow a "provisional" removal of the country from Washington's list of states that sponsor terrorism.
Previously, Washington offered to remove North Korea from the list once it had verifiably dismantled its nuclear programmes, but the North has since objected saying that America's plans to conduct "Iraq-style" inspections were humiliating.
It has since thrown out inspectors from the International Atomic Energy Agency and said it was starting work to recommission the nuclear plant at Yongbyon, which provided the material for North Korea's first atomic weapons test in October 2006.
The US state department said the proposals did not involve "substantial changes" to previous offers, outlined in agreement by six nations, also including South Korea, Japan, Russia and China, in Beijing 18 months ago.
But a spokesman said the "choreography" could be altered.
"There have been various plans in the past where instruments, declarations, et cetera, have been deposited with Beijing and then shared subsequently with the other five parties, while other commitments from the five parties move forward," he said.
The most likely idea, reported in the Washington Post, appears to be that the North would submit acceptance of a verification plan to China, which would then release it to the other nations involved after America had "provisionally" removed North Korea from the terrorism list.
Mr Hill refused to say what response he had received from the North Koreans, though he was briefing South Korean and Japanese officials.
He said he needed to discuss the issues raised with his boss, Condoleezza Rice, first.
