Chavez says crisis-hit U.S. needs new constitution

LISBON, Sept 27 (Reuters) - Venezuela's leftist President Hugo Chavez said on Saturday it was the capitalist system that had caused the financial crisis in the United States and the country should come up with a new constitution.

Speaking to reporters in Lisbon on the last leg of a tour that included visits to China and Russia, he said: "I think the United States should start a constituent process to create a constituent assembly, a new truly democratic model."

A constituent assembly is a body elected to draft and sometimes adopt a new constitution.

"It was capitalism that caused the ruin" in the United States, said Chavez, who is one of Washington's fiercest critics, calling the financial crunch "the worst financial crisis in history".

"Let the U.S. empire end and let a great nation and great republic rise from the ruin ... It's time to shout 'Liberty!' again in the United States," Chavez said, calling for a new government to be free of the "dictatorship of the elite" such as big banks and corporations.

Actually he has a point. First lines in this new constitution? The US government will not supplement or “assist” any US government with loans or bail-outs. Second line...no senators or representatives will appear on any Sunday chat shows unless they are in recess. Third line....no senators or representatives will travel to locations outside the borders of the US or accept funding or contribution from lobbyists who work for a non-US organization. Fourth line...no one will write tax code unless they are a certified tax accountant and elected to that position. Fifth line...no congressman or senator shall remain in DC for more than twelve years maximum. Retirement will be limited to $30k a year maximum.

Well, Hugo knows that writing a new Constitution would keep the US Congress fighting for the next 100 years. They can’t even give us a decent energy bill when gas is $4/gal. and the voters are screaming at them. Fat chance these clowns could come up with a new Constitution.

Before any vote, all members of the House and Senate shall be subject to alcohol and drug tests and shall take and pass a detailed examination on the details of the bill being passed. The results of the alcohol and drug tests and the subject matter test shall be public.

Congress shall meet for a maximum of 90 days during any two year period.

A stopped clock is right twice a day. And the brutal reality that Congress dithered despite being warned some years ago that there was a problem that needed to be fixed at the GSEs is really frustrating. A wise man once said that a major function of politics is to see the cloud on the horizon and resolve the issue before it becomes a major storm.

FWIW I have previously called for a Third Constitutional Convention. The second Convention peacefully changed our government to a more appropriate form for its time. At the very least, a third Convention may frighten the powers that be to work for the common interests instead of those of a coddled and irresponsible elite.
