House Democrats are bypassing renewal of the offshore oil drilling ban by including the entire Pelosi “drill nothing” energy bill in a draft of a Continuing Resolution. HUMAN EVENTS obtained a copy of the most recent House draft CR this morning.

The Pelosi bill, HR 6899, fails to open more than a miniscule part of the available offshore drilling areas and -- even worse -- it establishes permanent bans on development of most other domestic energy sources (natural gas, oil shale, etc.) and does nothing to develop nuclear power. It passed the House earlier this month and is now languishing in the Senate as a separate measure.

As one member of Congress said last week, it’s got more incentives for bicycle riding than for nuclear power.

Now, the House leaders have included the “drill nothing” bill in a new draft Continuing Resolution. According to the document we obtained, Section 152 of the draft CR says:

[FEDERAL OIL AND GAS LEASING; INTERIOR] SEC. 152. Notwithstanding section 101, the terms and conditions for Federal oil and gas leasing set out in title I of the Comprehensive American Energy Security and Consumer Protection Act (H.R. 6899), as passed by the House of Representatives on September 16, 2008, shall apply in lieu of the terms and conditions in sections 104, 105, and 433 of division F of Public Law 110–161.

Congress must pass a continuing resolution before September 30 in order to prevent a government shut-down for lack of fundin

Actually, the October contract is up $15, but it stops trading today. Some doofuses got caught short going into contract expiration, and now they have to cover. The November contract, which is the one we should be watching, is up $6.25 to $108.97. Most of this is a Dollar play, as the Euro rose the most in its history against the Dollar today.

Fat chance. The Republicans in Congress have been neutered, and all President Bush will do is let the discussion continue. Bush should signed an Executive Order eliminating the offshore ban TODAY instead of waiting it out until October 1. A lot of people are losing a substantial amount in their retirement and investment accounts, and these wild oil swings aren't helping.

While all eyes are diverted to the mess on Wall Street, Nancy Pelosi and the Democrats are attempting to extend the ban on offshore drilling, which is set to expire October 1. This just in from Jeb Hensarling's office:

WASHINGTON, D.C. – Congressman Jeb Hensarling (R-TX), Chairman of the House Republican Study Committee, today issued the following statement after House Democrats released a discussion draft of a continuing resolution that included a provision to actively and permanently prevent exploration of nearly 90 percent of the Outer Continental Shelf and block energy production in the Inter-Mountain West:

“On October 1, the bans on offshore drilling and oil shale recovery will expire, enabling us to develop more American energy. Unfortunately, Speaker Pelosi and Democrats in the House have made clear that they will continue to actively prevent exploration from occurring.

“Since the Democrats took control of Congress, Americans have seen prices at the pump increase by 75 percent. Americans watched as Democrats, led by Speaker Pelosi, took a five-week vacation this summer while they suffered. Americans also watched as Democrats brought a hoax, no energy-energy bill to the floor last week. And today, Americans watch as Democrats prevent access to American energy in a bill designed to keep the government functioning. Once again, when it comes to providing solutions to help lower fuel prices for Americans, Speaker Pelosi and House Democrats are more out of tune than a rusty piano.

“Speaker Pelosi and House Democrats have made clear their desire to appease environmental extremists while fooling the American people into thinking that they support Republican efforts to open up America’s energy resources.”

As recently as last week, leading Democrats were saying that they didn't have the votes to renew the drilling ban; they are simply outpolled on this issue two-to-one. Now they are hoping the crisis on Wall Street distracts the public long enough for them to extend the ban. (And make no mistake: Their plan, which locks up 90 percent of America's offshore oil and gas reserves, is an extension of the ban. That's why the New York Times editorial board and the Sierra Club, with a wink and a nod, have endorsed it.)

The drama unfolding on Wall Street is incredibly compelling, but what's equally compelling (and related) is that the price of oil just spiked $25 a barrel in one day because nervous investors are pouring their money into commodities. Consumers are still taking a pounding on gas prices, with no relief in sight, and yet the Democrats in Congress want to keep America's energy reserves — from Alaska to the coast of Florida — off-limits. Time to contact your representatives and let them know we're still paying attention.

Me: Call your representatives. Don't let them sneak this through.

I agree with you. McCain/Palin are not beating the energy drum as they should but I can give them a pass this week for the shocking economic news.

I still think they need to tie Pelosi and crew to the energy crisis and link it to the economic issues we now face because it is part of the big picture. The new expansion of domestic energy would certainly help the economy as well.

It needs to be worse than that ... the ONLY WAY to get out of the financial septic tank is to exploit our resources via free market and collect the lease fees and tax revenues and apply them to balancing then paying off the demcorat fabricated debt which is threatening to destroy this Republic. Time to kick these nasty bastards in the knuts while they are squirming! This ought not be a fair fight. The democrat party has placed this nation on the edge of the socilaist precipice. The Republicans need to run ads explaining that one can’t drill just anywhere and get oil. A few places have oil, and a lot of places don’t. The Democrats don’t mind if the oil companies drill in places without oil, but oppose letting them drill in places that do. The public needs to be made aware of this.

Regarding your Corner post late today, taken from a release from Jeb Hensarling, I think you make too much of Nancy Pelosi and the House. The Senate clearly does not have the votes to attach the House language to the CR, and a CR only passes if it also passes the Senate.

This new antic by Pelosi provides us yet another opportunity to slam the Dems, but we already have quite well enough to rattle our psyche's this week (re: financial meltdown) without forcing conservatives into heart failure (i.e., by scaring us that the Dems will actually successfully lock up nearly all of our offshore oil reserves forever with a sleight of hand). McConnell and Co. are too smart to let that happen.

I'm afraid this reader takes false comfort in hoping that the Senate can stop Pelosi and Co. from extending the offshore drilling ban. Consider the following scenario: The House passes a CR that extends the ban, and then Pelosi immediately sends everyone home for the fall recess. At that point, if Republicans in the Senate block the CR or change it in any way, or if Bush vetoes it, then the government shuts down, because the House would be adjourned until after the elections. And if you think the media will blame the shutdown on the Democrats, you're living on another planet.

So if Republicans and moderate Dems are going to beat this ban, they have to beat it in the House or not at all.
