DENVER — House Speaker Nancy Pelosi indicated Monday that, if oil companies want to drill offshore, they should not bank on California’s coast and they'd better expect to pay more for the taxpayer-owned crude they do get.
“You want to talk about drilling offshore? Let’s talk about profits made by the oil companies without paying royalties,” Pelosi said Monday morning before members of the California delegation to the Democratic National Convention. “They’re taking your oil without paying any royalties.”
Pelosi and other Democratic House leaders are to announce their “comprehensive strategy for American energy independence” at a news conference later Monday in Denver.

Ex prez of Shell Oil on Glenn Beck said that the US has the lowest royalties and that a better approach would be to remove taxes and increase the royalties.

Oil companies pay over 18% royalties to the government. They only clear 9% in profits.
My partners and I are paying 1/4 royalties on the federal land we are drilling up.

I can’t decide whether Nancy (Stretch) Pelosi should pay stupidity royalties because she is using so much, or is it that she is emitting so much? Perhaps the Dems could begin a stupidity exchange, y’know, kind of like Al Gore’s Carbon Emporium. I think that’s an idea they would really go for.
She is prone to mis-statement, innaccuracy and hyperbole. Oil companies pay royalties on all federal and state leases. She wants to renegotiate them to demand higher royalties. She wants to reneg on the terms of existing leases (valid contracts between the government and oil companies, which were paid for handsomely) so that they will expire if not drilled sooner. Has anyone mentioned the billions of dollars put at risk by the oil companies and paid in taxes? These leases take time to test and develop and some (offshore and ANWR) have more merit than others. Ms. Pelosi is in the first stages of pulling a PUTIN on domestic producers.
If the drillers offered to every state an oil trust fund like Alaska’s - where a royalty check goes right to every resident rather than into the government rathole - states would be beating down their doors yelling “Drill here! Whaddaya waiting for???”
She needs to just shut up or fall in a well...

Just to show how stupid and idiotic this women is, a lot of countries do not ask for royalties on oil or gas that is produced.
They can make money in other ways, via bonuses or income taxes. They also produce many, many good paying jobs for their citizens.
And the oil is extracted without any risk to the host government as it is borne by the oil companies.
All of these apply to the US as well.

In 2007 Exxon Mobil earned over $20.8 billion.
Their annual report indicates that $3.7 billion was earned in the US, $17.1 billion in other countries. That’s 18% of their profit earned in the US.
They break down their earnings into: Upstream - drilling; Downstream - refining & marketing; and Chemical operations.
In 2007, Exxon Mobil reported that $2.2 billion was reported for US Upstream, versus $13.5 billion in other countries. US profits from Downstream operations was $1.1 billion, while $2.2 billion came from other countries. US chemicals generated $.4 billion, and the rest of the world $1.4 billion.
So, if I understand Pelosi, she wants Exxon to pay more royalties to the US for oil operations extracted from foreign countries? Total madness!
(But what I don’t understand, is why isn’t Exxon defending itself from all this excess profit/royalty/fair share RAT garbage??? Do they think that the US population is too stupid to understand the fact that only 18% of their profits are derived from US operations?)

When all else fails, change the subject.
In other words, she’ll prevent offshore drilling by getting Congress to argue over which States will get the royalties the oil companies will pay.
And States like Florida will say no to offshore drilling when the voters hear that States like Iowa will be getting a percentage of the revenue...... the argument will be: why should Floridians take on all the risk of offshore drilling and only see pennies in revenue because other States will all request a piece of the pie.

My understanding is that offshore leases are offered by the government at competitive bid.
The highest bid wins. So much up front, and then so much per barrel extracted.
The government always gets royalties if its not private land. And then they get taxes on top of it, obviously, whether its private or not.
The auction for offshore oil/gas leases held this month included royalty payments of 18.75%.
