I live in western NY and the same thing happened here many years ago. After a lot of hoop-la they won the case. It was lead by a group called the “Top Free 7” and as you may have guessed, you wouldn’t want to look at them. They are less looking for equality than attention. The state called their bluff and gave them what they asked for and almost immediately the local towns created their own laws. It basically faded away due to the lack of interest. Except for a handful of mostly lesbian women and some exhibitionist types no one participated. They then moved elsewhere.
And yet the ones calling for this are precisely the ones no one wants to see (perhaps that’s their motivation to begin with?)
I think we need to issue permits for breast-baring. Only those found “innocent” are eligible for permits. This law should also apply to fat guys with breasts, who, I guarantee you, will be denied a permit.
