In conjunction with the entire slate of Westchester County Republican State Assembly candidates, Assemblyman Greg Ball (R, C, I - Patterson) is inviting Conservative activists fed up with taxes in New York to join the "Tax Cap Express" headed to Albany for the Governor's special emergency session on August 19.
The Tax Cap Express is an eco-friendly biodiesel fuel bus that will be transporting the delegation and tax reform advocates to Albany to rally for enactment of a property tax cap. The bus will be leaving from YORKTOWN HEIGHTS, NEW YORK from the home of a resident crushed by the tax burden here and who may be forced to leave New York.
Upon arrival at the State Capitol, the delegation and supporters will be joined by members of the Assembly Republican Conference to rally along the East Steps of the capitol building. The bus will be leaving from Albany at 4:45 pm for an anticipated return arrival in Yorktown around 5 pm. Travel on the bus is free of charge.
We need as many supporters of a tax cap, circuit breaker, and unfunded mandate reform as possible to join us at the press conference and for the ride to Albany.

Here, when we approve a tax levy, it is for a set $$ value, regardless of the total value of assessed property. So you’re voting on a certain number of $ in property tax, not a rate. The actual cost can only change on reassessments to the degree a property increases/decreases relative to the average rate of increase/decrease. An increase in property value does not mean an increase in tax.
Example:
A tax levy is on the ballot to raise $1 million for fire protection for a tax district with 10000 properties and a total assessed value of $1 billion. The tax rate is then set at .1% of the taxable value of each property (.1% * $1B = $1M). If your home is worth $200,000 vs the average $100,000, you pay .1%*$200,000= $200 per year.
3 years later, properties are reassessed. If the total assessed value for the tax district is now $1.2 billion (20% increase), the tax rate drops to 0.083% of the taxable value, thus raising the same $1 million as before. If your home increased more than 20% in value, you pay a little more, if it increased less than 20%, you get an automatic tax cut. So if your $200,000 home is now worth $220,000, you end up paying $167 per year, $33 less than before.
You can still get tax increases, but they tend to be minor. Excluding a recent tax levy approved by voters, my property taxes would have only increased 1% over the last 5 years.
The biggest problem is that it makes institutions dependent on property taxes repeatedly ask for increases every few years just to keep pace with inflation. It helps impose fiscal discipline, but some things, such as the cost of fuel to the fire department or school district, are out of their control....

I was certain that I heard the so called “Tax Cap” was to allow the property tax to be linked to ones income. It would cap the percentage property taxes were allowed to increase but I would oppose any form of property tax being linked to income. By oppose I mean I would uproot my family and leave for good. Has anyone else heard this??
Naw it caps the maximum tax increase from school districts, etc. to 4% each year. Makes no difference they'll get their money one way or another. Not to worry, if they cannot tax us directly they'll get it from the state, county, town, village or city and eventually it will come out of the taxpayer anyway.

Like I told Greg in his email to me, this is to short of a notice to get people together in Buffalo. We knew of this special session and it seems my Republican Assemblymen Hayes, Quinn, Cole and Giglio have other things on their mind. They should have done something like this from here. My worthless assemblyman is Hoyt... Tie him up and gag him and force him to get my toll bill to the floor for a vote.
