Perata says sales tax idea is only 'a start'

Senate President Pro Tem Don Perata today welcomed Gov. Arnold Schwarzenegger's proposed 1-cent sales tax hike as "a start," but declared budget negotiations are at an impasse and said he does not expect a quick resolution.

Perata's comments, following a Senate session, were his first since Schwarzenegger proposed the temporary sales tax increase over the weekend in an effort to bridge the state's $15.2 billion deficit and bring an end to the 36-day budget standoff.

"I'm glad the governor has come around to saying publicly what we've known all along - that we have to have taxes in order to correct the problems we're in right now," said Perata, D-Oakland. "So I say it's a start."

Perata said he had not discussed the Republican governor's proposal with his caucus, but said Democrats would prefer increasing taxes on high-income earners.

My question is, what really happens if the government actually shuts down? Will businesses stop? Will people still not move? Will taxes not still be collected (one hopes though right)?

Seriously, if they can’t agree on a budget, and they can’t override a veto, what’s the problem? They can’t spend the tax money, so just shut down the government for a few years, then they’ll have a budget surplus and chances are, no one will really notice.

Gee, Don, why not just make it dollar-for-dollar? Buy a $100 item, pay $100 tax on it. You’ll have a big surplus to buy off your favorite unions with in no time. ;)

The Democrats will not hear talk of a strict spending cap. But they are happy to pocket Red Arnold's concession - as starting point for other taxes to go up, of course.

Let’s talk percent of state GDP. Is 20% sufficient, for the state?

OBTW, I would create a ballot initiative for CA, if I lived there, that said, the state can collect no more than 20% of the State GDP in all forms of revenue. ALL forms.

Interest income or investment return earned by CALPERS? That counts.

Federal matching highway or medicare funds? Those count, too.

Parking fees at state venues? Yep, let’s count that.

Local property taxes? Yep.

Cig taxes? Sure, if it is income to state or local government, cap it.

Do that, then let them fight over who pays the tax.

This is a strong strategic move for the Gov.

Now, the ball is in the Dem court. They will ask for ridiculous tax increases with no spending caps or accountability. Unfortunately, jerrymandering means that tax payers will be powerless to do anything about it, however.

California state government spent $145 billion last fiscal year, $41 billion more than four years ago when Gov. Gray Davis got recalled by voters. With all that new spending -- a whopping 40% increase -- we ought to be in a golden age of government with abundant public services for all.

but we are not supposed to know about that.

That’s right folks, if you spend $100 on something it will only cost you $100.01 with this new tax.

The current state sales tax is 6.25% (excluding local add-ons)--or 6-and-a-quarter cents on every dollar ($0.0625 on every $1.00.) This "one cent" change ups that to 7.25%, or $0.0725 of every $1.00. Your $100 dollar purchase would be $107.25, not $100.01.

I know, I was being facetious because that what polticians always say when they want to raise taxes. It’s never presented as one PERCENT, it’s one PENNY.

Yep--exactly. 6.25% is the state portion, excluding various local add-ons.

This increase will do nothing but encourage out of state online purchases and ultimately be a net loser.

Unfortunately, those that do and don't report it on their income taxes will be guilty of evading taxes. Quoting freeper Myrddin from another thread:

"California has a sales tax and a "use" tax. Anything you purchase on the internet that was not subjected to California sales tax is subject to "use" tax. You get to pay that at the time you pay your income tax to California. If you're evading that tax, don't cry when the auditors show up. "

With California supposed "revenue" problems, the State has a whole staff out there tracking down those who make internet purchases to make sure they collect the tax. Tobacco was a particular target IIRC.

When I purchase from Borders or Amazon, I'm taxed at the Idaho rate because they have a "bricks and mortar" presence in the state. Not so for Amazon. Amazon keeps a record of my purchases, so I add them up for the year and put that 6% of that amount on my state income tax. Sometimes that adds up to $60 or $70. You can't sit for 30 minutes with your criminal attorney to start your defense for that amount.

I expect tobacco, Amazon and e-Bay to get particular attention from the tax hungry politicians.
