I believe stupid people do stupid things everywhere, not just in government. People get fired every day for that kind of stuff (or tolerated if they are in a position where they are protected, i.e. union members of teachers/professors with tenure). However, yo used a very broad brush in an attempt to indicate this was a widespread practice accepted by those in power. One article about one instance does not make that case.
I don’t have time to look up articles, but if you’ve been paying attention, they are out there in numbers. I do not see how anyone can think the Bush Admin., and Rumsfeld, etc., have been even minimally competent (or accountable). If I gave people on this list headlines of Clinton Admin corruption, we’d eat it up and rightly so, he was a buffoon). Pubbies are not above incompetence, venality etc.. sadly for them and especially us.
But hey, you can subscribe to all the conspiracy theories you like. It's no skin off my nose.

If all we want to do is go in and kill people regardless of whether they are enemy combatants or not, then yes. If all we want to do is plow the country under and not leave something decent behind for the people who are not enemy combatants, then yes. Otherwise, no.
