Detained terror suspects explained in televised interviews broadcast on Saudi television on Tuesday how Al-Qa’ida was using the Internet as a tool to recruit new members and propagate radical ideology.
Detainees said they were inspired by Jihadi films and statements by Al-Qa’ida chief Osama Bin Laden and other leading Jihad figures, which were posted on the Internet.
The interviewees included the Egyptian Abu ‘Azzam Al-An’sari, who is editor of the online ‘Sada Al-Jihad (Jihad Echo) magazine, and Um Usama, editor of the Al-Khansa magazine.
Those interviewed said the Internet was their preferred means of recruiting people and propagating their ideas, because it provided relative security, especially since none of the participants in the forums know each others’ identities.
Detained Al-Qa’ida suspects have admitted to joining the organization after following news of the fighters in Afghanistan and Iraq.
The televised reports said these radical websites promised their readers they would reach paradise if they participated in holy war, propaganda and training. The websites base their legitimacy on fatwas or religious decrees of well-known religious figures in order to persuade youngsters to join their ranks.”

Second Man Involved in Domestic Terrorism Plot Targeting Military, Jewish Facilities Sentenced to Prison
SANTA ANA, Calif. – A man recruited to join a domestic terrorist cell that was plotting to attack United States military facilities, “infidels,” and Israeli and Jewish targets in the Los Angeles area as part of a “jihad” was sentenced today to more than 12½ years in federal prison.
Gregory Patterson, 24, of Gardena, was sentenced to 151 months in prison by United States District Judge Cormac J. Carney. Last month, another man recruited into the terror plot, Levar Washington, 30, was sentenced to 22 years in prison.
Patterson and Washington pleaded guilty in December to conspiring to wage war against the United States and a weapons charge. Patterson also pleaded guilty to conspiracy to possess firearms in furtherance of a crime of violence
The man who organized the terror cell – Kevin James, who formed the group he called Jam’iyyat Ul-Islam Is-Saheeh, or JIS, while in a California state prison – also pleaded guilty last year to the terrorism conspiracy charge and is scheduled to be sentenced on February 9, 2009.
In plea agreements filed in federal court, James, Washington and Patterson admitted that they conspired “to levy war against the government of the United States through terrorism, and to oppose by force the authority of the United States government.”
The fourth member of JIS named in an indictment – Hammad Samana – has been found unfit to stand trial and is currently receiving psychiatric care at a federal prison facility.
After forming JIS in 1997 while in state prison, James recruited Washington into the organization in late 2004 while both were prisoners at New Folsom Prison, where James had Washington swear an oath of loyalty and obedience to James and to JIS. After his release from prison several weeks after taking the JIS oath, Washington recruited Patterson and Samana into JIS and had them swear oaths of allegiance and obedience to JIS. After forming this cell, Washington and Patterson conducted about a dozen armed robberies of gas stations to obtain money for the group’s planned attacks in the Los Angeles area.
Samana researched targets and prepared a document called “Modes of Attack.” The document listed “LAX and Consulate of Zion,” “Military Targets,” “Army Recruiting centers throughout the county,” “Military base in Manhattan Beach” and “Campsite of Zion.”
After Torrance Police Department investigators linked Washington and Patterson to a gas station robbery, various Jihadist documents were found at a South Los Angeles apartment where they lived. In addition to the “Modes of Attack” document, investigators discovered a document titled “Notoriety Moves,” which contained a James-authored statement to be given to the media after a deadly attack. The proposed press statement reads, in part, “This incident is the first in a series of incidents to come in a plight to defend and propagate traditional Islam in its purity.” The document also warns “sincere Muslims” to avoid a series of targets, including “Those Jewish and non-Jewish supporters of an Israeli state.”
The investigation into the terrorist conspiracy was led by the FBI’s Long Beach Joint Terrorism Task Force, whose participating agencies include the Los Angeles Police Department; U.S. Immigration and Customs Enforcement; the Torrance Police Department; the Los Angeles County Sheriff’s Department; the Long Beach Police Department; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Los Angeles Port Police; U.S. Customs and Border Protection; the U.S. Coast Guard Investigative Service; the Defense Criminal Investigative Service; the U.S. Environmental Protection Agency; and the Redondo Beach Police Department.
Substantial assistance during the investigation was provided by the Los Angeles County District Attorney’s Office, Bureau of Investigations; the California Department of Corrections and Rehabilitation; the California Department of Justice; the Drug Enforcement Administration; the U.S. Air Force Office of Special Investigations; and the Department of Defense.
The Los Angeles County District Attorney’s Office worked collaboratively with the United States Attorney’s Office during the investigation.

The three suspects — two Germans and a Turk — first came to the attention of authorities because they had been observing a U.S. military facility at the end of 2006, officials said. All three had undergone training at camps in Pakistan run by the Islamic Jihad Union, and had formed a German cell of the group.
The Islamic Jihad Union was described as a Sunni Muslim group based in Central Asia that was an offshoot of the Islamic Movement of Uzbekistan, an extremist group with origins in that country.
“There was an imminent threat,” German Defense Minister Franz Josef Jung told ARD broadcaster.”

‘Noble Resolve’ Experiment Tests Emergency-Response Communications

WASHINGTON, July 30, 2008 – Defense Department agencies as well as state and local emergency-preparedness organizations in Virginia, Oregon, Colorado and Indiana are honing their communication and coordination capabilities as part of the current iteration of the Noble Resolve homeland defense and disaster-response experiment.
Noble Resolve ’08, which began July 28 and ends Aug. 1, is the latest in a series of tests of disaster-preparedness communications and coordination systems sponsored by U.S. Joint Forces Command, based in Norfolk, Va.
Testing information and coordination links among Defense Department organizations, state emergency-response agencies, the National Guard, other first responders such as local fire and police departments, and nongovernmental organizations is a key purpose of Noble Resolve, exercise leader Air Force Col. Gene Taylor told reporters today during a video-teleconference at Joint Forces Command facilities in Suffolk, Va.
“We can’t afford to wait. … The timeliness and robustness of response is too important to leave it to a sort of ‘pickup game’” in the event of natural or man-made disasters, Taylor said.
Elements of U.S. Northern Command, as well as the National Guard Bureau and the Department of Homeland Security, also are participating in Noble Resolve.
This year’s Noble Resolve experiment features disaster scenarios such as massive earthquakes occurring in Indiana and Oregon and a faux Virginia train derailment producing a huge fire, according to a Joint Forces Command news release.
A Noble Resolve fact sheet lists the following areas of emphasis:
— Overcoming communication barriers;
— Sharing integrated global maritime intelligence and situational awareness;
— Improving defenses against weapons of mass destruction threats against the homeland; and
— Managing population movement in the event of a natural disaster and ensuring long-term sustainment of consequence management forces following a possible chemical, biological, radiological, nuclear or high-yield-explosive event.
Multinational participation in this iteration of Noble Resolve includes representatives from Denmark, France, Finland, Germany, Hungary, Italy, Japan, Jordan, Morocco, Portugal, South Korea, Romania, Spain and Sweden, as well as NATO Allied Command Transformation.
Noble Resolve is “really about helping joint force commanders operate seamlessly” with its homeland defense partners in the event of natural or man-made disasters, Taylor said.
