“Turkey investigates al-Qaeda link”
ARTICLE SNIPPET: “According to witnesses, three men emerged from a car just outside the US consulate building, surprising police officers and opening fire.

Turkish newspaper Milliyet reports that one of the attackers - named as 26-year-old Erkan Kargin - travelled to Afghanistan two years ago where he was trained.

On Wednesday, Turkey’s interior minister confirmed that one of those who took part in the attack had previously travelled abroad.

The two other gunmen are named as Bulent Cinar and Raif Topcil. Both are reported as having convictions for minor offences.

Police were still seeking the fourth gunman, the driver of a vehicle that dropped off the attackers at the consulate.

Armed groups

A police official is quoted as saying that if the al-Qaeda link was proved, it would be the first time that members of the group had used firearms in such an attack.”

Coalition Forces in Iraq Detain 30 Suspected Terrorists

WASHINGTON, July 10, 2008 – Coalition forces in Iraq detained 30 suspected terrorists during anti al-Qaida operations conducted over the past three days across central and northern Iraq, military officials said.
In today’s operations:

— Coalition forces operating in the Tigris River Valley captured an alleged al-Qaida leader linked to a bombing network. Nine other suspected terrorists also were detained.

— In operations near Tikrit, coalition forces captured a wanted man suspected of forging documents for foreign terrorists and coordinating suicide operations targeting security forces and civilians. One additional suspect was detained in the operation. Coalition forces also seized a machine gun, body armor and bomb-making materials.

— Near Beiji, coalition forces detained four suspected terrorists while targeting a man believed to provide shelter to foreign terrorists who come into Iraq to conduct attacks.

— In Fallujah, coalition forces captured an alleged cell leader believed to be involved with al-Qaida in Iraq operations. The man is suspected of manufacturing and distributing car bombs for terrorist attacks.

— Coalition forces operating in Mosul detained four suspected terrorists in a three-day operation that ended today.

In yesterday’s operations:

— Coalition forces near Baghdad detained four suspected terrorists while targeting a car-bombing cell.

— Near Fallujah, coalition forces captured an alleged close associate of a bombing cell leader and four additional suspects.

— In Mosul, Iraqi commandos detained a suspected cell leader and nine other members of the Islamic State of Iraq, a front organization for al-Qaeda in Iraq.

In July 8 operations:

— U.S. soldiers seized several weapons caches during anti-insurgent operations conducted in and around Baghdad. The caches contained a 120 mm mortar, 15 empty 82 mm mortars, 2 pounds of explosives, blasting caps, a 130 mm mortar round, 293 AK-47 rifles, 24 other-type rifles, nine insignia connected with Iranian-backed “special groups,” an improvised explosive device, a 120 mm mortar round, two 60 mm mortar rounds, seven artillery rounds, nine propane tanks, rifle grenades, hand grenades and an assortment of other rifles and pistols.

— U.S. soldiers detained a suspected criminal during an operation in the Karadah security district in eastern Baghdad. The detainee is linked to an Iranian-backed network that’s suspected of committing kidnappings, murders and attacks against coalition forces and Iraqi officials.

— Iraqi commandos in Baghdad detained three suspected members of an Iranian-backed group linked to attacks against innocent Iraqis and coalition forces.

— Also in Baghdad, another Iraqi anti-terrorist unit detained a suspected special groups leader. The detainee is a member of the Iraqi Facilities Protection Service and is suspected of using his position to carry out assassinations, kidnappings, extortion and intimidation.

In other news, an Iraqi anti-terrorist unit detained a suspected Iranian-backed terrorist linked to roadside bombings during an operation in Kut on July 7.

Treasury Targets Rami Makhluf’s Companies

Washington - The U.S. Department of the Treasury today added Syriatel, Syria’s largest mobile phone operator, and Ramak, a chain of Syrian duty free stores, to its Specially Designated Nationals and Blocked Persons List. All property and interests in property of these entities are blocked as a result of the direct or indirect ownership interest of at least 50 percent by Rami Makhluf in each entity.

“Rami Makhluf uses his access to high-level Syrian Government insiders to enrich himself at the expense of the Syrian people,” said Adam J. Szubin, Director of the Office of Foreign Assets Control (OFAC). “We will continue to target Makhluf and his commercial empire as well as others who follow in his footsteps.”

Makhluf was designated on February 21, 2008 pursuant to Executive Order 13460, which targets individuals and entities determined to have contributed to, or to have benefited from, the public corruption of senior officials of the Syrian regime.

Makhluf, a maternal cousin of Syrian president Bashar al-Asad, has exploited his relationships with Syrian regime members to amass his commercial empire. Makhluf has manipulated the Syrian judicial system and has used Syrian intelligence officials to intimidate business rivals.

Pursuant to E.O. 13460, any assets in Syriatel’s or Ramak’s names held in the United States or within the possession or control of U.S. persons are blocked, and U.S. persons, therefore, are prohibited from engaging in business or transactions with Syriatel or Ramak.

President George W. Bush issued E.O. 13460 on February 13, 2008 to take additional measures to address the threat to the national security, foreign policy, and economy of the United States posed by certain conduct of the Government of Syria.

This new authority builds on E.O. 13338, which was issued by President Bush in May 2004, by targeting activities that entrench and enrich the Syrian regime and its cohorts thereby enabling the regime to continue to engage in threatening behavior, including actions that undermine efforts to stabilize Iraq. Corruption by the regime also reinforces efforts that deny the people of

Syria political freedoms and economic prosperity, undercut peace and stability in the region, fund terrorism and violence, and undermine the sovereignty of Lebanon.

Aided Tamil Tiger Terrorists in the Attempted Purchase of Surface to Air Missiles,
Night Vision Devices, Machine Guns and State of the Art Firearms

Baltimore, Maryland - U.S. District Judge Catherine C. Blake sentenced Erick Wotulo, age 61, a citizen of the Republic of Indonesia, and a retired Indonesian Marine Corps General, today to 30 months in prison followed by three years of supervised release for conspiracy to provide material support to a designated foreign terrorist organization and money laundering, announced United States Attorney for the District of Maryland Rod J. Rosenstein. Wotulo will be deported from the United States after serving his sentence in federal prison.

United States Attorney Rod J. Rosenstein said, “Terrorists must not be permitted to use the United States as a source of funding or equipment. We will continue to utilize all possible means to prevent terorrism, including undercover operations targeting people who attempt to obtain munitions in violation of our laws.”

“International arms brokers looking to equip terrorist organizations with advanced American weaponry will not be tolerated,” said James A. Dinkins, Special Agent in Charge for U.S. Immigration and Customs Enforcement in Baltimore. “This three-year undercover investigation conducted by ICE, in collaboration with the our federal and local law enforcement partners, highlights the reach and impact of international arms trafficking. ICE will continue to aggressively pursue those who violate U.S. export laws to ensure that U.S. weapons do not fall into the wrong hands.”

“Illicit trafficking of military-grade weaponry and equipment empowers subversive groups and exacerbates violent conflicts,” said James R. Ives, Special Agent in Charge of the Defense Criminal Investigative Service’s Mid-Atlantic Field Office. “This investigation uncovered trafficking activities which are especially abhorrent given the intended recipient was a designated foreign terrorist organization which would have likely used the materials in furtherance of a deadly campaign. The Defense Criminal Investigative Service remains steadfastly committed to working with law enforcement partners to disrupt trafficking networks that feed arsenals of terrorist enterprises and criminal elements.”

According to the plea agreement, beginning in April 2006 Wotulo conspired with Haji Subandi, Haniffa Bin Osman and Thirunavukarasu Varatharasa to export state-of-the-art firearms, machine guns and ammunition, surface to air missiles, night vision goggles and other military weapons to the Liberation Tigers of Tamil Eelam (Tamil Tigers) operating within Sri Lanka, to be used to fight against Sri Lankan government forces. The conspirators contacted an undercover business located in Maryland about the sale of military weapons. Wotulo and Subandi aided in the acquisition and proposed delivery of military technology to the Tamil Tigers, requesting price quotes, negotiating the purchases, and providing details of ocean routes for the transfer of the arms to the Tamil Tigers. Subandi sent an itemized list of 53 military weapons, including sniper rifles, machine guns and grenade launchers that he wanted to acquire for the Tamil Tigers.

Wotulo contacted the undercover business on June 5, 2006 and stated that he and his associates were preparing a purchase order for the weapons. Wotulo stated that the chief of the Tamil Tigers requested that he and another conspirator travel to Baltimore to meet with undercover agents. He affirmed the need to provide the undercover agents with a 25% deposit before the weapons purchase could proceed.

Central to the plan to acquire arms and munitions for the Tamil Tigers was the transfer on August 2, 2006, of $250,000 into an undercover bank account in Maryland. This transfer was a down payment for the arms and this conduct is reflected in the money laundering charge contained in count three of the superseding indictment.

On September 25, 2006 Varatharasa and Osman arrived in Saipan to meet with undercover officers and inspect the weaponry that had been ordered on behalf of the Tamil Tigers. They were transported to Guam where, the next day, Varatharasa and Osman inspected various machine guns, sniper rifles and ammunition. They also inspected two surface to air missiles and agreed to communicate to others within the Tamil Tigers regarding the availability and pricing of the missiles. After the inspection was completed, Varatharasa and Osman agreed to arrange for the transfer of money into an undercover bank account in Maryland as payment for the arms and munitions. Varatharasa also purchased food and provisions for his trip from Guam to deliver the weaponry to the Tamil Tigers at a location in the Indian Ocean off the coast of Sri Lanka.

An additional $452,000 payment was transferred on September 28, 2006 for the arms. On September 29, 2006 Wotulo arrived in Guam. Varatharasa, Wotulo and Osman met with undercover officers in Guam, discussed current and future sales of weapons to the Tamil Tigers, and were arrested.

Founded in 1976, the Tamil Tigers has advocated the violent overthrow of the Sri Lankan government, employing acts of violence, including suicide bombings, against both civilian and military targets. Approximately 200 such attacks have been attributed to the Tamil Tigers to date. The Tamil Tigers relies heavily upon supporters throughout the world to raise and launder money, acquire intelligence and purchase military use technology. The U.S. Department of State designated the Tamil Tigers as a Foreign Terrorist Organization in1997. As such, the Tamil Tigers cannot legally raise money or procure operational equipment in the United States.

Haji Subandi, age 71, a citizen of the Republic of Indonesia, was sentenced to 37 months in prison for the conspiracy, two count of money laundering and attempted exportation of arms and munitions. Thirunavukarasu Varatharasa, age 36, a citizen of the Democratic Socialist Republic of Sri Lanka, pleaded guilty and was sentenced to 57 months in prison for the conspiracy and attempted arms exportation. Haniffa Bin Osman, age 55, a citizen of the Republic of Singapore, also pleaded guilty to the conspiracy and money laundering, and is scheduled to be sentenced in August, 2008.

United States Attorney Rod J. Rosenstein praised the investigative work performed by U.S. Immigration and Customs Enforcement, the Defense Criminal Investigative Service, the Federal Bureau of Investigation and the Baltimore City Police Department. Mr. Rosenstein thanked Assistant U.S. Attorneys for the District of Maryland James G. Warwick, who is prosecuting the case.

It’s the sort of sight that too often makes Canadian politicians go weak in the spine: ethnic voters rallying for a parochial, unsavory cause.

Over the weekend, thousands of Tamil Canadians gathered in a Toronto park to denounce Ottawa’s decision to outlaw the World Tamil Movement (WTM), which the RCMP believes is nothing but a fundraising front for the Tamil Tigers, a Sri Lankan-based terrorist group that has been outlawed in Canada since 2006.

Even by the standards of terrorist insurgencies, the Tigers are a brutal organization — a creepy cult-like outfit that habitually engages in massacres of civilians, and abducts children to fight on the front lines of its 25-year-old campaign against Sri Lanka’s government. Its leader, Velupillai Prabhakaran, can fairly be described as the Hassan Nasrallah of South Asia.

Since much of the funding that enables the Tigers to fight their war comes from expatriate Tamils, the stakes in Canada are high. This nation is home to several hundred thousand Sri Lankan migrants of Tamil extraction. Many of them, small business owners in particular, have in the past been strong-armed by Tamil thugs into contributing war funds for the Tigers. (Those same entrepreneurs reportedly were told to shutter their stores over the weekend — to ensure a better turnout at the rally.) Should the Tories give in to the pro-Tiger lobby by legalizing the group, they would reopen the financial floodgates, which would in turn result in more weaponry for the Tigers, and therefore more dead Sri Lankans.

Since 1984, the Tigers have dispatched nearly 400 suicide bombers. The Black Tigers — the Tamils’ suicide-bombing wing — is not particular about whom it presses into service. Men, women and children are all seen as potential human bombs.

Last year, a female suicide bomber walked into Sri Lanka’s defence headquarters pretending to be pregnant. But her tummy bulge in fact contained explosives. She missed killing the Sri Lankan chief of staff, but managed to take out 11 others. Just last month, in two separate attacks, Black Tiger bombers killed 27 passengers on civilian buses. This is the sort of cowardly tactic commonly employed by the men and women who were hailed as “freedom fighters” from the podium at last weekend’s Toronto rally.

But over the last four months, the Tamils have suffered serious military losses. They have been largely expelled from their strongholds on the country’s east coast, while some of their bases and arms depots in the north have been overrun by government forces. One of their senior commanders was sniped by a government rifleman. And over the weekend, 40 Tigers died when Sri Lankan soldiers captured an LTTE operations centre, perhaps their largest.

A contributing factor to the Tigers’ poor battlefield performance may be traced to Canada’s own government: As Canada, and other nations, have worked harder to shut off the flow of money to the Tigers from inside Western nations, Colombo has been able to establish a decisive advantage for the first time in a decade or more. Stephen Harper and his Conservatives should be proud that they took a stand against Tiger fundraising. The Liberals, under both Jean Chretien and Paul Martin, never had the political courage to stand up to Toronto-based Tamil voters. In some cases, Liberal gladhanders even showed up at Tiger-friendly events.

It is a shameful legacy, one that implicated every Liberal Cabinet member of the era — including several who loved to speechify against terrorism in other parts of the world. But Mr. Harper is cut from different cloth.

Canada has always been a nation of immigrants, one that welcomes newcomers from all over the world. But traditionally, the price of admission was that newcomers left their murderous old-world disputes at the door. In recent years, we have forgotten to charge this fee. The result: disgraceful displays such as last weekend’s rally — in which a group of Canadians unashamedly shouted slogans in support of a terrorist group.

It is enough to give multiculturalism a bad name.

S. Fla. professor under terrorism investigation freed on bond

ALEXANDRIA, Va. – A federal judge is overruling government objections and has ordered free on bond a former professor who has been in custody since 2003 as part of a wide-ranging terrorism investigation.

It's unlikely that former University of South Florida professor Sami Al-Arian will immediately be set free. It's expected that he'll be transferred to immigration authorities since he's subject to deportation.

Young accused clearly knew he was part of a group bent on terrorism

A Crown lawyer is arguing that a man on trial for terrorist offences must have, at some point, known he was part of a group that was bent on terrorism.

Prosecutor John Neander says the accused might not have known of the alleged terrorist conspiracy when he first went to a training camp north of Toronto.

However, Neander says he surely must have realized what the group was up to by the time the 12-day camp ended in December 2006.

BAGHDAD – Iraqi Army soldiers working to secure the area in the Sadr City district of Baghdad uncovered weapons caches July 9.

At approximately 2 p.m., Iraqi Army soldiers seized four 120 mm mortars, an 82 mm mortar, a 60 mm mortar and four 30 mm rockets. The weapons were later turned in to Mulit-National Division Soldiers at a joint security station.

At approximately 7:15 p.m., soldiers with the 44th Brigade, 11th Iraqi Army Division, found 171 copper blocks.

Tip leads MND-B Soldiers to weapons cache
Multi-National Division – Baghdad PAO

BAGHDAD – A tip from an Iraqi citizen led Multi-National Division – Baghdad Soldiers to seize a weapons cache in Baghdad July 9.

At approximately 4 p.m., Soldiers with 2nd Brigade Combat Team, 101st Airborne Division, received a tip and discovered two Katyusha rockets and 30 60 mm mortar rounds in the Kadamiyah area of Baghdad. The Soldiers continued their search and found 28 60 mm Iranian mortar rounds, two 107 mm Iranian rockets and two Chinese rocket fuses.

In a separate incident, Soldiers serving with the 2nd Stryker Brigade Combat Team, 25th Infantry Division, found 14 82 mm mortar rounds, two 81 mm mortar rounds, and 200 14.6 mm DSHK ammo north of Baghdad at approximately 4 p.m.

“As our partnership grows, the Iraqi community continues to gain confidence in Coalition forces,” said Lt. Col. Steve Stover, spokesman for MND-B and the 4th Infantry Division. “Their trust led to the recovery of this cache, making the Baghdad streets safer and removing the potentially deadly munitions.”

MND-B Soldiers detain key suspect in New Baghdad
Multi-National Division – Baghdad PAO

BAGHDAD – Multi-National Division – Baghdad Soldiers detained a key suspect in the New Baghdad district of eastern Baghdad July 10.

Soldiers from the 4th Brigade Combat Team, 10th Mountain Division (Light) detained the suspected criminal while conducting operations specifically targeting him in the Oubaidy area of New Baghdad. The suspect is believed to be a criminal leader with ties to indirect fire and other attacks in eastern Baghdad this year.

“Taking an individual like this off the streets of Baghdad is an important stepping stone toward the continued establishment of security for the people of Iraq,” said Maj. Joey Sullinger, a spokesperson for 4th Brigade Combat Team, 10th Mountain Division (Light). “Taking out these threats to Iraqi stability strengthens Iraq now and for future generations.”

Operation Iron Round-up uncovers caches, detains suspected terrorists
Multi-National Division – North PAO

TIKRIT, Iraq – Coalition and Iraqi forces discovered weapons caches and detained three suspected terrorists as part of Operation Iron Round-up II, a Multi-National Division—North operation in pursuit of al-Qaeda in Iraq.

The week-long operation wrapped up July 6 and resulted in several weapons caches from provinces north of Baghdad—Diyala, Salah ad Din, Kirkuk and Ninewa.

The caches included small-arms ammunition, explosives and a mortar round that tested positive for mustard gas.
