Moon Says No Longer Possible For Police To Protect Citizens
General Sessions Court Judge Bob Moon said Friday that crime in Chattanooga "has become so rampant that it is no longer possible for the police department to protect our citizens."
He told a woman who had been pulled from her car and beaten in the head that she or her mother needed to "purchase a weapon, obtain a gun permit and learn to protect yourself." The woman moved back in with her mother after the May 4 incident on E. 17th Street.
Judge Moon said, "The U.S. Supreme Court has ruled that all citizens have a right to purchase a weapon to defend themselves, their families and their homes - unless there is some disqualification that prevents them from owning a weapon."
He said, "All area of our city are subject to crime, and some areas have very high crime rates and need to be 'overpoliced.'"
Judge Moon said Coolidge Park is one area that needs to be "overpoliced." He said, "I frequently hear of break-ins, thefts and robberies to tourists and citizens in that area. Having a high police presence there is one way you are going to abate it."
Judge Moon raised the bond for Dewayne Beard from $65,000 to $130,000 on especially aggravated robbery and from $15,000 to $50,000 on theft. He bound both cases to the Grand Jury.
The woman said she was driving on E. 17th Street when Beard came riding up on a bicycle and pulled a gold handgun on her. When she refused to get out of the car, he began hitting her in the head with the gun.
He then pulled her out and drove off with her gold 2001 Toyota Corolla.
Police found the woman semi-conscious with severe head injuries. She had to have eight stitches in her head and 10 stitches in her leg, where she was also hit.
Police located Beard at 4724 Tomahawk Dr. and arrested him as he walked out of the residence. He told officers the stolen car was being driven "by one of my goons."
Officers located the vehicle a couple of blocks away on Bella Vista Drive. Blood was found inside the vehicle, and the woman's purse was also inside.
Beard said he threw the gun out of the window while driving through Highland Park.
Beard was allowed out on an OR bond when the case was not ready for a hearing within 10 days.
On May 31, he picked up new charges of aggravated rape and aggravated burglary.
A woman said she was lying nude in her bed and a man began performing a sex act on her. She said when the man then began having sex with her using a condom, she realized it was not her boyfriend.
She said she pulled the sheets up and saw it was Beard.
That case was bound to the Grand Jury earlier.

And, why was this thug allowed out after a vicious crime???
For decades, the SCOTUS has been telling armed thugs and perverts they have Constitutional rights. For the first time in my memory, they’ve told law abiding citizens that they have some rights, too. It’s about time.
Violent crime is rampant in America because the authorities are terrified of the gangs and gang wannabes and do nothing to stop them. Folks, these gangs are ALL OVER our cities and towns, especially those controlled by the Democrats and liberals. Not too many gang bangers show their vile faces around towns where the citizens are armed to the teeth.
I always remember a case that happened in Angels Camp in the California during the gold rush days. A man bought(and this is a true story)a red shirt. Every guy that saw him wearing it gave him a bad time and laughed at him(Red being a color you were not supposed to be seen in in those days, about 1855). He warned everyone within hearing that he would shoot the next person that harassed him about his red shirt. His best friend happened by, threw back his head and laughed saying “Where in the he** did you get that shirt”. The man drew his gun stuck it in his friends mouth and pulled the trigger. The judge let him go saying, “Well he warned everyone before hand not to laugh”. Really happened. Country has fallen a long way since then.
Most gangs are minorities.
THAT is why they are afraid. Judges are elected officials. Police get sued by the ACLU.
“A woman said she was lying nude in her bed and a man began performing a sex act on her. She said when the man then began having sex with her using a condom, she realized it was not her boyfriend.
She said she pulled the sheets up and saw it was Beard.”
You can’t make this stuff up.
The judge is wrong. She shouldn’t carry a gun. If she isn’t willing to run over a bicyclist with her car, she probably wouldn’t be able to shoot him.
She sounds like an apt candidate to have her own gun used against her.
Did anyone else see that herd of flying pigs pass by?
Monkeys haven't flown out of my butt yet, but I am not ruling that out later.
Yep, in those days you could blow somebody away for cheating you at cards and the judge would declare it a clean shoot. It sucks those days are gone considering how car dealers cheat people now.
Oooo-kay. Why do I have visions of a scene from a cheesy 80s teen comedy in my head right now?
Ping.
Perhaps. But, now that she’s had a “conversion-event” maybe she is starting to get it. Keep in mind the guy waved a gun at her and told her to get out and she refused. Pretty ballz thing to do.
With a little training on how to shoot and a 101 class in tactics, I’d say her chances are better then they were.
“Judge Moon said, ‘The U.S. Supreme Court has ruled that all citizens have a right to purchase a weapon to defend themselves, their families and their homes - unless there is some disqualification that prevents them from owning a weapon.’”
I know Judge Moon, and believe me, he means this.
He is an avid hunter (particularly a good bowhunter, who once represented a bow company).
Good for him. He also is an expert on gun rights, once wrote a great article for an outdoor magazine in Tennessee about this subject, and the first attempt at gun control in this country, which happened here in Tennessee.
Real conversation... no kidding
"I'd like someone to come down and stop this maggot from throwing snow on my freshly shoveled sidewalk." Cop: "Is he Hispanic?" Moi: "How should I know? And, does it matter?" Cop: Silent Moi: Thanks anyway
There was a consequence to the maggot's action... but in order to protect the innocent (kawf)... I'll pass on the details. Ok... Can you say igloo treatment?...
“Most gangs are minorities. THAT is why they are afraid.”
Yes, that has a great deal to do wtih it.
Kudos to Judge Moon, it’s good to know there are still some with common sense.
Nothing ever need to be overpoliced. Just invoke the Riot Act. Let them have clear ROE, too.
Criminals, gang bangers dead, citizens unharmed.
Good for him and us all.
“A woman said she was lying nude in her bed and a man began performing a sex act on her. She said when the man then began having sex with her using a condom, she realized it was not her boyfriend.”
There’s an enterprising young man...
probably a small loss
I’ve never tried to harm anybody when riding my bike.
You know, you’re right. I posted later that it would be a small loss....changed my mind after reading your post. Thanks.
Igloo treatment...
Something tells me a car had to be dug out for a while.
“”I’d like someone to come down and stop this maggot from throwing snow on my freshly shoveled sidewalk.” Cop: “Is he Hispanic?” Moi: “How should I know? And, does it matter?” Cop: Silent Moi: Thanks anyway.”
I’ve found that in these instances, sometimes a, “May I please have your name, officer?” works quite well. No one likes having their name referred back to their superiors. More than once that question has thrown someone into gear when they were offereing precious little before.
ok,that was worth a chuckle
I’d never heard of this guy before this article but can we please get at least 1000 more like him. Hell yes!
It's nice to see some simple good sense emanating from the bench.
and April melt
Doesn't sound like you have much of a future as a bicycling carjacker, then.
This is the judge who gave an illegal alien a $1 million bail..
And he’s a 2nd Amendment judge...
:)

Ohhhhhh
Yup.
Wish we had a lot more like him!

Thanks Sherlock now everyone reading this story knows what many of us have known all along. The police arrive and do the paperwork after you are robbed, raped, beaten, or murdered. The best defense is self defense. I’m sure glad a majority of our Supreme Court Judges realize this. And also remember if you are forced to defend yourself and the coroner gets called out there is less paperwork.
