Ankle monitor didn't stop serial rapist, police say

Jerry Lee Williams Jr. was, authorities say, the most sinister kind of rapist: He would rape and choke, rape and choke, and sometimes he would rape and kill. All told, there were six victims... Two are dead.

And the state couldn't stop him, even after the Florida Department of Corrections forced him to wear an ankle monitor so it could keep tabs on him by satellite, the agency says.

While wearing the ankle band after his release from prison, Williams attacked two women -- killing one... Both times, the satellite worked. It tracked his every move. But there was no way for the authorities to know that he was attacking the women.

Authorities insist the satellite technology did its job.

"No one is sitting in front of a [computer] monitor, watching these guys," said Steve Chapin, president of ProTech Monitoring Inc... "It's the best supervision tool available. It's never advertised or promoted as being able to prevent a crime."

But to stop a serial rapist, you must do more than track him, said Jennifer Dritt...

"If he's not in treatment and he doesn't have . . . a deep, profound commitment to ending his behavior, then all the monitoring in the world is not going to prevent it from happening again," she said...

And there were no alarms seven months earlier when, despite satellite tracking, he choked a woman until she blacked out and raped her...

Authorities know Williams is connected to two more women who were attacked before he went to prison...

Williams took a plea deal that included a two-year prison term -- he served seven months -- followed by three years of sex-offender probation...

Kimmons' husband, Terry, ...doesn't understand why authorities were unable to stop Williams...

Read the whole story. It's most amazing. They had the guy cold on several occasions, but because of the liberal law enforcement ideas, like substituting ankle bracelets, sex offender registrations, and parole for prison time, he was on the street raping and killing innocent women. Even so, interviewees give all kinds of excuses. My favorite one is the lady who said of course the ankle bracelet did not work... because he did not have "treatment."

It's a sad story of liberal hard-headedness.

They really need to start mentioning the prosecuters who offer these thugs plea deals. Things like this should dog them for the rest of their careers.

I don’t get it. Was he on house arrest? Then why not arrest him when he left his house. If he wasn’t on house arrest what good does tracking do? I’m all for ankle bracelets as a lower cost way of dealing with come criminals (rapist and killers? eh, not so much), but you have to act when someone breaks the barrier.

The name of the prosecutor and the name of the judge who approved the deal should be published in every story going forward. Of course the MSM won't see the wisdom in this.

I have really good data showing that an extremely tight neck bracelet made of rope prevents rapists from creating additional victims. The bracelet in fact has a 100% success rate, is extremely cheap, and environmentally friendly (you can reuse the 100% organic bracelet for many prisoners, sometimes more than one procedure per day! The net carbon footprint decrease is also phenomenal).

Williams was found guilty of choking and raping a woman in a van on a deserted stretch of road near Osceola Parkway in March 2004........snip............Williams took a plea deal that included a two-year prison term -- he served seven months -- followed by three years of sex-offender probation...

His most recent victim, according to police, was 39-year-old Lisa Marie French. She had been raped and asphyxiated, her body found behind a Sanford warehouse Feb. 20, 2007.

Miss Lisa Marie French would be alive today if this sub human had gotten a full sentence instead of two years and probation

I hope the prosecutors knows this fact and loses sleep every night of their life

I know: he pleaded out to only two years, and served seven months.

If the prosecutors didn't offer a plea deal to rid themselves of a trial and prosecuted to the full extend of the law this woman would be alive.

I realize that's the way the system works, offer sub humans pleas deals to get them to admit their guilt to spare the county financial burden of a trial to prove their guilt.

Plea deals work great for non violent criminal activity, but for the most violent of rapist, molesters, murderers, plea deals should be rare and not very good

I was using a light tone to convey a serious message, sorry to through you off...so yes I was kidding. I think ankle bracelets can save us money for non-violent criminals (and maybe keep them non-violent by not putting them in jail)—but to think that this is a good tool for murderers and rapists is just insane.

There is no barrier. They are required to be home during curfew hours (and monitor probation workers can check that) but they are free to roam (go to work for example) outside of curfew.

The ankle monitor simply tracks where they are and where they go.

Probably a decade ago, "America's Most Wanted" profiled a case
of a guy taken in on charges of sexual assault on a young girl
at a hotel in Florida.

I think he actually was convicted, but the judge listened to
his sob-story about being an illegal immigrant and needing to
sell his substantial janitorial service before going to jail.

The judge bought it, and sent him home with an ankle bracelet
before he was to start his jail term.

Yep, he got all his $$$$$ together, cut the ankle bracelet and
hit the road.

I don't think I've ever seen the host John Walsh angrier.
It's been some time, but I think he intimated that the bone-head
judge should be getting an ear-full about her naive, dangerous action.

OK .. put an ankle bracelet on me .. I walk into a house or building with a metal roof .. wrap the bracelet in aluminum foil ,, leave ,, RAPE and KILL ,, return to the building with the metal roof ,, remove the foil ,, walk out and the tracking shows I never left the building...

Hmm... Spending more than 7 months in prison for his first series of brutal rapes might have prevented it from happening again. Just a suggestion.

This story is so absurd it almost reads like something out of The Onion.

Sorry, the prosecutor and judge would have to care about the victim in order for that to happen. Since they didn't care the first time around, why should they care now that another innocent has paid for their stupidity.

Once the prosecutors and judges responsible start being beaten up, robbed, and assassinated due to their complicity in miscarrying justice, others will start to develop some form of common sense and hand down proper sentences....if only to keep themselves out of harm’s way.

Florida uses lethal injection. There was a moratorium sometimes last year due to a botched execution but Christ came through and removed the moratorium determined and signing the death warrant for this monster who kidnapped, raped and killed an 11-year old boy.

The execution took place as planned.
