What is the pronoun antecedent? That’s what would answer if this makes sense to say that it’s about, say, George Bush or if it’s about all whites.

a) I hope the tape exists... when it’s produced, the results will be brutal and effective. But...
b) until the tape is produced, it’s all speculation and manufactured news.

As for its existance, I'll believe it when I see it. I think people who want the tape to be damaging to Obama should lay off the "whitey" aspect until such time it's proved. The content of her remarks will do plenty on their own, with or without racial slurs.
