Every adult should be forced to use a 'carbon ration card' when they pay for petrol, airline tickets or household energy, MPs say.

The influential Environmental Audit Committee says a personal carbon trading scheme is the best and fairest way of cutting Britain's CO2 emissions without penalising the poor.

Under the scheme, everyone would be given an annual carbon allowance to use when buying oil, gas, electricity and flights.

Anyone who exceeds their entitlement would have to buy top-up credits from individuals who haven't used up their allowance. The amount paid would be driven by market forces and the deal done through a specialist company.

MPs, led by Tory Tim Yeo, say the scheme could be more effective at cutting greenhouse gas emissions than green taxes.

But critics say the idea is costly, bureaucratic, intrusive and unworkable.

The Government says it supports the scheme in principle, but warns it is 'ahead of its time'.

The idea of personal carbon trading is increasingly being promoted by environmentalists. In theory it could be used to cover all purchases - from petrol to food.

For the scheme to work, the Government would need to give out 45million carbon cards - each one linked to a personal carbon account. Every year, the account would be credited with a notional amount of CO2 in kilograms.

Every time someone makes a purchase of petrol, energy or airline tickets, they would use up credits. A return flight from London to Rome would, for instance, use up 900kg of CO2 credits, while 10 litres of petrol would use up 23kg.

Mr Yeo, chairman of the committee said personal carbon trading rewarded those with a low carbon footprint with cash.

Talk about Wealth Redistribution. To avoid having to purchase carbon credits from the poor. All the limousine liberals would have to create their own fake “carbon offset” businesses to “buy credits” from. Sort of like AlGore does now.

So people who are prohibited by virtue of a handicap from driving would be able to put a price on our handicap? That is the first suggestion I have ever heard that I be allowed to sell something I do not actually own (and in fact am prohibited by law from owning), and not have it be referred to as Fraud.

That’s stupid. It simply allows the richest to buy whatever they want at whatever price while sharing the pain unequally.

~And we do want to be fair about rationing. How about ration tickets with no ability to buy more.

That would be equitable and the uberwealthy Marxists (I’ve got mine, you can’t) can feel worthy of THEIR goal.

I do not drive, and I buy very little gas (lawnmower), so I have a grundle of carbon credits I would be willing to sell.

If you drive more than 10,000 miles a year, you are going to need some of my carbon credits.

My 10,000 miles at 30 miles / gallon gives me roughly 300 credits that I am willing to sell to you for $1.00 a credit. Now YOU can feel better about the damage your SUV is doing to the planet by using my carbon credits.

COMING SOON: Whale blubber credits. I have not used whale blubber in years and have amassed a vast quantity of whale blubber credits that I will be releasing soon in a fire sale.

Or money from the poorer to the rich...money from the rural to the city dweller...money from the conservative red states to the liberal blue cities...

Think about it. For example, I live in Maine, a very rural state wherever you are...very little public transportation. People drive, of necessity, some distance to get to work - to get anywhere.

so we would be punished when we go over our "allotment" and would have to pay a penalty to the city dweller who often doesn't even own a car.

This octopus idea has tentacles that would reach into out pockets and 'redistribute' the 'wealth' while, at the same time, restrict the movement of red staters - and we know who we are.

And what about the red stater who is more likely to own their own home - i.e., pay for their own fuel to heat their house, versus the city dweller who has no fuel oil 'footprint' as it's incorporated in the rent, impossible to separate to individual use in apartment complexes. They'll get a nice little pay-out from the red stater on that front too - and be able to keep their thermostat at 72.

72 in the daytime and 65 at night used to be the 'norm' - back in the '60's.

These people haven't a clue. We working folk have long ago cut back to more like 68-70 in the daytime and 60 at night- and throw on a heavy sweater.

But I gotta tell ya, little children, who 'live' in the first 2-3 feet off the floor, where it's the coldest, and old foggies like me, can't take it much colder.

I burned wood for more than half of the winter this year - not an easy task for an old great granny - and my fuel bill was still outrageous. But I don't know how else to keep from freezing. When I bought my house 17 years ago, it cost $500 to heat - before I had a wood stove. To heat this year, if I had no wood stove, would have been almost $2,000. If it continues as predicted, it would be $2,500. And I'm not sure I can manage hauling in wood another winter. I am far from alone.

I can't afford $2,000, let alone $2,500 = and I sure as hell can't afford to pay a penalty above that...

Put either dimRAt in the WH and keep letting dimRats go to Senate/Congress and practice living under Communism. That's what they have ready to turn this country over too...and any of you that are, with nose held high in a misguided ego trip, saying you won't vote for McCain - you are helping to shove us straight into a Marxist government.

McCain wasn't my first or second choice. But the people have voted. He is our candidate. Much of the strikes people hold against him are due to the fact that he has served many years, giving him a long track record. NO ONE can serve that long and maintain a "100% MY WAY OR ELSE" record.

But remember this: He is for a strict Constitutional Republic = as laid out by our Founders. This is a Republic, not a democracy, something few today realize.

Like Fred Thompson, he believes in States Rights in every matter that States can decide for themselves, leaving much less rule from DC.

He will support the military - you want to see this war end? We put McCain in the WH - and stop letting the traitors party hold the reigns in the halls of Congress, and the terrorists will realize we're not going to cut and run. They will see 4-8 plus more years of republican rule stretching out before them and realize they WILL be defeated. They will find much less support from their base, and that includes Washington.

These are the top critical considerations in this election. Everything else falls in behind.

Great Britain is doomed. They are basing government policy on a false premise. Clearly the government has no adult supervision and zero common sense. However, "adult supervision" is in the wings and scattered throughout the country, has a total grip on their economic system, and soon enough will be applying their Sharia Law to bring order to the once great country. It is sad to see.

The views of the environmental religion are now focused on global warming. It is an article of faith that global warming is the greatest threat mankind faces; hence, the desire to eliminate it has become an intense political effort.

Skeptics face a problem. That problem is atmospheric carbon dioxide has increased. The skeptics now have the impossible task of convincing the secular believing public that this is not causing global warming. Among the skeptics, are secular believing environmentalists so all is not lost.

Senator McCain has early on with Senator Lieberman looked for ways to compromise and craft policies on global warming. He continues to meet with scorn, name calling and rudeness rather than studied debate. The chief culprits are those litmus test conservatives who dominate this board.

HAH. It'll make Social Security look like the most stable financial investment in history. It opens up a huge potential black market because the only people paying through the nose for carbon credits will be "the poor" and when you have a choice between starvation or freezing, you're going to look for a way to not have to MAKE that choice. In a few years, MORE social programs will be put into place to help "the poor" pay for their carbon credits, so even MORE wealth will be redistributed by everyone TO everyone...except for the elite.

Actually overhere in Italy, we are limited to 300 liters of gas a month. It is way more than enough to use so it is not a big deal. I believe that is one of the things they may pass is giving everyone a certain amount of gas to use during the month. It works well for the military. Will the general public go for it??? I don’t know.
