I don't get it. "Allowing" topless does not "require" topless. So if a woman is uncomfortable with her breasts, she can wear a top.

What's the problem here? If the local culture allows topless pretty much every other bathing place, and they want this place to be special, they should get honest and just say that.

Sounds like a hidden agenda at work.

It is a hidden agenda - the nany state agenda. Gotta keep those body parts out of the wandering eyes of the kiddies - after all, it’s not like a little over half will grow up to have those same kind of parts one day.
