Message to the Congress of the United States

TO THE CONGRESS OF THE UNITED STATES:

     Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent the enclosed notice to the Federal Register for publication.  This notice states that the national emergency declared in Executive Order 13303 of May 22, 2003, as modified in scope and relied upon for additional steps taken in Executive Order 13315 of August 28, 2003, Executive Order 13350 of July 29, 2004, Executive Order 13364 of November 29, 2004, and Executive Order 13438 of July 17, 2007, is to continue in effect beyond May 22, 2008. 

    

Obstacles to the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  Accordingly, I have determined that it is necessary to continue the national emergency with respect to this threat and maintain in force the measures taken in response to this threat.

He has to be referring to congress.

Is all this starting to remind you of Campbell's Alphabet Soup?

On a more serious note, it would be nice if the White House would periodically refresh the public on the scope of the powers assumed in this state of emergency.

If I’m not mistaken, the U.S. has been under a continuous “state of emergency” since the mid-1950’s (for various different and continuing reasons). It justifies more government power and control over the citizens. I believe that Ronald Reagan saw the light after Hinkle.

You think congress is taking it seriously? Look at all the other critical actions they have to focus on right now:

HR 1147: Congratulating the Northern Kentucky University women's basketball team

HR 305: Recognizing the importance of bicycling

HR 1144: Expressing support for a "Frank Sinatra Day"

HR 1152: Honoring Arnold Palmer

HR 1074: Honoring the anniversary of the Crazy Horse Memorial

The troops will just have to wait, DAMMIT! Who do they think they are?!!

I think that the US has been under a state of emergency since 1937. Does anyone out there know. It is extended yearly? by an executive order.

Some states of emergency have been negated, esp. after Vietnam. The Democrats tied the president’s hands on purpose. There have been new “states of emergency” but you will have to look them up and see if they were temporary and have expired, or are still in effect.

Under certain states of emergency, our domestic traitors could be tried and shot for treason. Now, that is a nice thought.

I was not counting WW II which was a true sate of emergency. You are probably right though.
