House fails to override veto of coal-fired plants (KS-Dem Governor Sebelius)
Lawrence Journal-World & News ^ | May 1, 2008 | Scott Rothschild

Topeka — In the biggest legislative showdown this year, the Kansas House failed to override Gov. Kathleen Sebelius' veto of a bill that would authorize two 700-megawatt coal-fired plants.

The House voted 80-45 for the bill, which was four votes short of the two-thirds majority needed in the 125-member chamber to override the veto.

The vote took more than two hours as legislative leaders, who support the plant, kept the roll open hoping to get enough votes.

House Speaker Melvin Neufeld, R-Ingalls, and a supporter of the project, said of the outcome, "It is a sad day for the state."But Nefueld said the fight wasn't over. "We have other options," he said.

Procedurally, there could be a reconsideration of the vote Friday or the Legislature could try to override a similar bill that also was vetoed.

In the most contentious issue of the 2008 legislative session, Hays-based Sunflower Electric Power Corp. and two out-of-state partners want to build the coal-burning plants in southwest Kansas.

Sebelius vetoed a bill clearing the way for the plants because of environmental, health and fiscal concerns.

The project would annually emit 11 million tons of carbon dioxide, which is linked to climate change. And most of the power would be sold to customers in Colorado and Texas. The bill also stripped the Kansas Department of Health and Environment of much of its regulatory authority in permiting power plants.

Supporters of the plants say they will be among the cleanest burning in the country, and the $3.6 billion construction cost will boost the western Kansas economy.

On Wednesday, the Senate overrode Sebelius’ veto 32-7, five votes more than the required two-thirds majority.

In about five years...as Kansas electrical needs grow...and they need “outside” power...probably from New Mexico or Utah, I’m hoping that those guys jack up their prices and make it a dandy price for them to buy. And to even make this interesting, states ought to have a special add-on tax for out-of-state electrical sales. Make states like Kansas pay seven percent in taxes to Utah, on top of what the power company wanted as well.

These are people who believe the windmills and solar cells will generate massive power in the US in the next twenty years. The truth is that the best we could ever hope for, is maybe ten percent of the grid generated by “green” power. And the rest will go back to coal or hydro or nuclear.

Bluntly, Kansas is hitting into the dark ages.

If you believe all this global warming crap, you’d want the coal-fired plants. How else is Kansas going to produce that much energy with LESS “greenhouse gas” emission? Burn wheat?

Climate change? I guess it is official, we are screwing up the weather we just don't know how! Either warmer or cooler! Man and his power plants and automobiles and factories are changing the climate so drastically that this summer it will snow in South America. Plants digest co2 so more carbon dioxide leads to more plant growth and we all know that leads to ... forests! We don't want any more ....oh wait that would be a good thing!

We have an absolute death wish in this country when it comes to energy policy. The game will be over soon thanks to liberal morons like the Governor.

It’s far easier for a politician to play along, than it is to fight the herd.

Especially when playing along is a way to gather MORE power to themselves.

I think states’ energy and fuel costs should be tied to how much energy the state produces, on a per capita basis.

I am tired of states like Texas producing energy for large parts of the country while state governments all over those large parts of the country reject developing their own energy. To me it is ridiculous that Florida doesn’t allow offshore drilling, that there are no windfarms off of Cape Cod, etc. It’s easy to reject those projects when you know the red states will bail you out.

I think it should cost the stubborn jackasses a premium.

the ironic part is that for the next decade we’re going to have a cooler planet according to the scientists who told us that we were all going to be burning up soon.

And while we are cooling, we are still supposed to pretend that we are burning up and shut down all industry possible to avoid it. For another decade we’re going to suffer under this nonsense while the planet cools itself following the prior decade when it warmed itself slightly.

Gosh, I’m so excited for the future where facts are irrelevant to the arguments and we have to pretend that the people we are arguing with aren’t crazy when the arguments they make are nothing BUT crazy.

Mr. Rothschild,
In your article you wrote “The project would annually emit 11 million tons of carbon dioxide, which is linked to climate change.” Sorry but carbon dioxide is not linked to climate change, and if you cannot supply scientific proof that your statement is correct then you are just spreading propaganda.

Obviously you have not read the news lately. Everyday another influential scientist comes out against the Global warming, climate change fraud. The problem that the fraud is not responsible for starving people, by the worthless ethanol mandate. In fact the propagandist have stopped using global warming because we have been cooling for the last 10 years, as carbon dioxide levels have been going up. IF the political UN IPCC has grudgingly admitted this.

Had you done your due diligence you would realize that:

1. Only politicians are pushing anthropogenic warming, as a way to increase revenue source and expand central planning, know as socialism. See “Global Warming The Real Agenda” http://www.sepp.org/Archive/reality/realagenda.html and “Greenpeace founder now backs nuclear power” by Patrick Moore http://www.idahostatesman.com/newsupdates/story/360625.html
2. The only so called proof of manmade GW are computer programs that have been shown to be worthless because the show the same results when random number are put in. See “Global Warming Bombshell” By Richard Muller http://www.technologyreview.com/read_article.aspx?id=13830&ch=biztech
3. The math used in other computer models has been flawed, because they are based on math done in the 1920’s that used “infinitely thick” atmosphere, to make the calculations easier. See the current works of Miklós Zágoni a former global warming activist who recently reversed his views about man-made climate fears and is now a skeptic, says that New Accurate theory says ‘Runaway Warming’ Impossible. See Researcher: Basic Greenhouse Equations “Totally Wrong” http://www.dailytech.com/Researcher+Basic+Greenhouse+Equations+Totally+Wrong/article10973.htm
4. The UN is ignoring anything that shows any climate change is natural, and although admits that water vapor is the number one global warming gas it is not included because it cannot be blamed on mankind. See IPCC Wins the Nobel Prize for Peace an Opinion piece by Dr Vincent Gray http://www.nzcpr.com/guest72.htm

So if there is no scientific proof that mankind is affecting the climate, and that the only ones pushing it are socialist, then those that promote this lie are nothing but communist propagandist, who want to use the climate change fraud to steal the Constitutional rights of the people of America, and to push us the world into being controlled by a one world socialist government.

Please let me know if you find any flaw in my argument or facts.
Sincerely
Robert Exton.

Check the Topeka Capitol Journal Online. Earlier they had a list of who voted.

Well, our Governor is two for two. She also killed CARA and they couldn't overturn that either.

What’s really sad is that Congress and the Governor decides whether or not it can be built. It shouldn’t even be up to them to decide.

***I am tired of states like Texas producing energy for large parts of the country while state governments all over those large parts of the country reject developing their own energy.***

I believe Texas is self sufficient in terms of power production. Very little comes in from other states and not much goes out. ERCOT takes care of Texas. If they crossed state lines then Federal laws come into place.

This idiot Governor is not from Kansas and could care less what happens to the state. She is doing this for one reason: she wants to be Vice President of the U.S.

The rest of America will soon get a chance to see much more of this moron, she will probably be Obama’s pick for VP.

“I believe Texas is self sufficient in terms of power production. Very little comes in from other states and not much goes out.”

Not so with fuel/oil.

And, remember in 2000, when the dems attacked GWB for the “polluted” air in Houston, which we have never heard anything else about?

I am sick of the status quo. I think states should have to pull some of their own weight, or be penalized accordingly.

These people are stupid. They just asked for a 25% to 50% electricity increase.

No, all the electricity generated was going to go to Colorado and points west. What they DID do was lose thousands of good paying jobs in a section of the state that doesn't have that many to begin with.

Actually the power was already slated for out of state customers, not Kansas customers. What was in it for Kansas was a whole bunch of well paying jobs and additional tax revenue, both of which we could use.
