The only point of these investigations is political theater.
The only way the issue of if the administration is required to turn over the documents or to testify is for congress to sue the administration and have the courts decide.
Even if her politically motivated investigation comes to the predetermined answer that they could be charged, it is the justice department that would file charges if they choose to do so, not congress.
So this would be a huge waste of time and money just to determine if the committee feels that members of the administration could be charged with misdemeanors if the administration chose to charge them. If the administration wants to charge them, it could do so without the investigation, and the investigation has no authority to force the administration to do so on its own. The investigation is completely pointless except for whatever political sound bytes it might produce.
Either sue the administration in court, or move on to other business.

I want Pelosi investigated for deliberate anti-American actions. I want her to answer questions about her her trips abroad, about her deliberate and vocal opposition to any measure to insure American security, about any self interest she or her husband might have in the votes she has cast, and about the sad, sick, sorry botox she seems to be using!
