Toledo and its Mayor should be charged the bill for gas, wasted time, and whatever other costs were incurred for his ordering the Marines out of Toldedo and for disallowing their scheduled exercises.
Does this Mayor expect emergency responders to establish a mock-up city on the outskirts of Toledo to practice their response to emergency situations such as dirty bombs, or any other incident that might be a threat to a big city?

it was no where near a nieghborhood....they were going to mill around downtown for a couple hours within a few city blocks on a SATURDAY when no one goes down there any frickin ways...

And have to go in without knowing the exact layout of the streets and buildings because they weren't allowed access to find out. You just can't get the knowledge of a place unless you walk the streets and see it first hand.
The point is the terror suspects a free to move about the City, But the Marines who need a little practice, are unwanted, seems to be a bit of a question your post did not quite answer for me.
