Yes, it would be difficult to power such a device, but a high school electronics student could design the circuit. The hard part is implementation, where things like breaking the cable 4 times in a row might happen.
For secured military dedicated systems, there may be other detection devices operating.

Welders routinely work at extreme depths in a pressurized “chamber” that envelopes the pipeline with sealed ends, its called dry welding,perhaps the cable needs not to be brought to the surface, I know as much as the next geek but I would expect its possible at the time of repair to install taps and repeaters that could have a power source good for years, any ocean current can power a generator and of course there are power systems similar to the ones NASA uses.
If this was deliberate I would theorize its a preemptive strike because Iran has penetrated the military computers of Israel or the US and they have been traced back after trying to invade civilian infrastructure computers like power and communication in cyberterror.

So we have four broken cables, an Iranian missile test, Russian saber rattling, and a US missile boat pulling into Haifa.

Two incidents, three cables cut.
Two at once, side by side, last Wednesday off Alexandria, and one Friday, off Dubai.
That’s all I will say for sure, right now.

Important update. A new story supports a fourth cable cut, in that it specifies TWO, not one, cable cuts off Dubai.
Apparantly the cable loop into the persian Gulf was cut TWICE, not once as earlier specified. The additional cut is on the Iranian side, near Bandar Abbas.

The Malaysian cut appears to have taken place at least a month earlier, involving a Tsunami detection instrument, and MAY not be related.

FEA Segment D - The Cable ship CS Certamen is now expected to arrive
at the Alexandria repair ground on Wednesday 6th February. A Permit
for the repair is currently being expedited with the Egyptian
authorities.
FEA Segment M - The cable ship CS Asean Restorer has been booked for
this repair. It is currently out on an APCN repair and with current
plan will be ready to start any work on our cable on or after 11th
Feb. We have the OTDR traces from Penang and see that the fault is
around 28km out from the station.
FALCON Segment 7b (Bandra Abbas - Al Seeb) - E-Marine continues to
await the permit to enter the Iranian waters and current forecast for
the ship to start a work is around 19th February.
FALCON Segment 2 - Fault 1st February 41km from repeater, which is
between the first two repeaters out of Dubai toward Muscat (Al Seeb).
The ship has left Abu Dhabi and is on route to the repair ground. The
repair is expected to start in the next 12 hours (weather
permitting).
FALCON Segment 7a - Fault 1st February between BND (Bandar Abbas,
Iran) and KWI (Kuwait), we are waiting for ship to go out and it
maybe fixed before going out the fault on 7b - to be confirmed.
