PHOENIX -- Police have arrested a man who they say sexually assaulted a 4 year old girl at a playground at University Park.
Suspect booked into 4th Avenue Jail Police say the girl was at the playground with her family near by. Several witnesses say they saw suspect William Speed grab the girl while she played on the jungle gym and begin sexually assaulting her.
The girl screamed and her family had to fight Speed to get him off of the girl. The family and nearby witnesses restrained Speed until police arrived.
Suspect William Speed is a Level 3 sex offender...

He is the highest level offender - and they are saying they have no idea where all of these guys are.

IMHO, if a person is as deranged as this guy, and authorities have proof, he should never EVER be released from incarceration.
My personal feeling is he should face the death penalty. Why should our tax dollars be spent to keep him alive @ $40,000 a year?

There needs to be an unsurmountable law that whatever judge releases these guys, they have to live next door to the judge forever. Judge moves, the guy comes along with ‘em. Or if an ACLU lawyer defends the guy and gets him released, he forever lives next door to the commie ACLU lawyer.
The AZ database says he was Last Verified: 11-29-2007. Molestation of a child was his prior conviction. Alive (or dead) such convicts should never be released into society again. He's only 35 so he'll probably be back.

Dont count on it the general population is full of the same monsters. The crowd should have riped his privates off while they had the chance then call the cops.

Noose, stoning, firing squad, needle, blowtorch, icepick, hammer.

My sis is a cop and she makes a point of driving thru all the parks on her beat as often as she can. She has nailed over a dozen RSO for breaking their parole/release restrictions - all in parks, all with stuffed animals/toys - and obviously looking....
As a mom she plain don’t like ‘em.

I’m surprised the man lived long enough to be arrested. This seems to be a perfect example of a time when deadly force would have been appropriate.

I think he should have just been shot on the spot. I am so sick of these monsters. He was a level 3 sex offender & never should be seeing the light of day. I personally would toss this monster into general prison population & let jailhouse justice get him. But we have to protect these creeps...That disgust me! This was a level 3 sex offender...As far as emotions go I think its quite normal to want to see repeat sex offenders or sex offenders whose crimes are so awful dead or jailed for life. What this monster did in public shows us that the system isn't working for high level offenders. Actually IMHO its not working at all.
There is a difference in the 18 yr old who has sex with his 16 yr old girlfriend. But when you hit level 3 there is no reason for you to be in a park or near children period. Now this guy needs to be locked up for life. He knew when he went into that park he would be caught....maybe he feels better in jail.
You are so right. The system is not working at all. TexasMatty mentioned tattoos on the forehead. I agree. Any person who has been found guilty of molesting a child (dna proof) should be tattooed on his face with a large “P”.

I like your idea about branding them. I've spent many days out on the ranch when they were branding cattle, and castrating them, so I know how. I could get the branding iron, and a big sharp knife. After we get through torturing them, then we can use the jackhammer to finish them off. LOL :o)
