Bush is such a liar. Or is he just out to lunch on the most important issue that he faces? In October, he charged that Iran's nuclear weapons program was bringing the world to the precipice of WWIII, even though the White House had been informed at least a month earlier that Iran had no such program and had stopped efforts to develop one back in 2003.

Oh, he is drawling, huhing but his words were clear enough to keep Iran in the dark as to how he will react if they have lied(and they have). Israel will be the mentor here. That is true at the moment. But they also lack gasoline refineries.
I think the bottom line is that there is not enough short term risk that I want this President to attack somebody else.

Well, as a country you can ‘have’ crude oil, but you have to MAKE enriched uranium. If you can’t use it, why make it?

Oh, I think they would like to have nuclear weapons. And we should not let them have nukes.
But as President Bush said they may also want a real civilian program for power. That is also a logical goal.
the degree of enrichment needed is quite different so hopefully we can keep tabs on it.
You are on the right track here, so bear with me.
Iran has NO nuclear power generating stations except one the Russians are building for them that CAN’T physically use the enriched uranium the Iranians are producing.
If the Iranians want to build power reactors for themselves it will take them at least ten years, and probably more like 15 before they could design and build even one. The enriched uranium they are making now will have decayed into uselessness by then.
Iran is doing this in reverse of what they would be doing if they really were on a nuclear power track. Fuel would be the LAST thing they need, not the first.
Conclusion: they want the uranium for some other purpose. What purpose that could be, I can only surmise.

Every nuclear power generating reactor is designed to use a very specific composition of nuclear fuel which is manufactured and configured into “pellets” or “fuel rods”. They are not pure uranium but have other metals alloyed with them to provide the precise characteristics required.
The details if the fuel required to opertate the Russian-built Busheshr reactor aren’t known to the Iranians, and the Russians aren’t telling. Part of the deal the Russians have for this reactor is that they control the fuel and he fuel recycling.
