So what if a few of the trucks involved were Mexican? The fog doesn't care where the darn truck comes from. Zero visibility is zero visibility.
We were having vehicle pileups in Tule fog since long before Mexican trucks started driving here.
That’s where these types of accidents are supposed to happen. A few years ago, a truckload of live chickens turned over on I-5 near the 405 and 14. 12 lanes were shut down by chickens. And everybody just had to get one. With all kinds of horns blowing. You have to see this freeway.

If you look closely there is a chain from a tow truck lifting it up off of the car. Probably a large big rig tow truck.

What a horrible chain-reaction that was. I’m so sad for the families of the three souls who lost their lives. Prayers for them all.
Thule fog is unique to the valley, I grew up there in the San Joaquin Valley, Modesto, Sacramento. It gets so thick day or night your hand stretched out in front of you is hazy, really its that bad. I have found by accident and then by research that those purple HID headlights and some that are borderline blacklight like over 12000K in color temperature is very effective against fog, ice crystals and blowing snow where I live in Alaska.Because of the short wavelength there is little reflectivity, the smaller margin of visible light is not enough to make glare while the near non visible light that we can still see passes through. On my truck I use both ends of the light spectrum, violet HID fogs and amber driving lights mounted low to the ground just aimed about 50’ in front of the truck, and I turn off my headlights, I have even recently been able to drive much faster in light blowing snow and ice fog conditions.
Still I advice just in case to use emergency flashers and slow down, if you can get off the road at an offramp better. Its usually just in patches.
