Some of their "plants" (students) learn First-World molecular
biology techniques in our universities.

Then they go home to China where there is no Jeremy Rifkin,
environmentalists (outside of jail), OSHA, EPA, and the like.

Thus they can REALLY use molecular biology in agriculture.

Either they'll end up owning world agriculture.
Or they'll starve the planet if they inadvertently create some
sort of super-bug/super-weed that gets out of their control.
