I hear ya.
We are in the middle of a birthing process for Iraq as a nation, that could fail or it may succeed to. At this stage, it may well appear that decentralization is the way to go.. hopefully we will now be able to proceed with support from all relevant Iraqi factions onboard.
Keep in mind , those same state’s have had their own governments already in place before liberation, getting tribal support from the higher up muckty mucks has been a challenge but finally is coming in line with where this country needs to head..
I don’t expect 100% stability for as long as nuts with bombs and EFPs are denied the tools and support to use them... and even then, this is a long long process.

Being wise or smart is clearly not a prerequisite. I think it’s important that we institute a change in the structure of our government such that people off the street (let’s say an average of 10 a week) can just walk into the chamber and call out Senators or Congressman. Basically just walk in and say, “You, shut up and listen. You work for me and the rest of the citizenry. You are our servants. I’m here to try to educate you, if that’s even possible.” And so on. It would be entirely justifiable, and for once you’d have people who knew something being part of the process.

Would any interviewer ask Biden to identify and describe the 'warring factions' in Iraq? We are not at war with the national gov't or the standing army of Iraq. We are not at war with the people of Iraq.
So what if the Sunnis and Shiites (and the Kurds) distrust each other, that's been the way in the region for ages but even those groups are not in open civil war against each other. When the government coalesces, differences can be addressed and mitigated.
Who, in Biden's mind, in the enemy?
In a word, it's Bush.
