100,000 free condoms rejected in D.C.

More than 100,000 condoms given away in a citywide campaign to reduce HIV and AIDS have been returned because of complaints that their paper packaging can be easily damaged and could make the condoms ineffective.
A coalition of nonprofit groups distributing the condoms for the District of Columbia Health Department returned them after they heard complaints and noticed less demand for them.
"People were saying, 'These packages aren't any good,' said Franck DeRose, executive director of a group called the Condom Project.
Volunteers were told that the paper packets ripped in purses or burst open in pockets and that expiration dates were illegible.
The condoms are approved by the Food and Drug Administration, DeRose said, but higher-end condoms could have been bought without the city's branding at the same price. The group returned the condoms June 14.
Dr. Gregg Pane, the city's health director, said Wednesday that the condoms are safe and effective and denied that the packaging was a problem. The department will survey the distribution partners to make sure they are storing and handling the packages properly, he said.

Overlooking the obvious jokes, condoms have at least a 10% breakage rate so HIV positive men are playing HIV Russian roulette with their partners.
Are these also tainted with lead.....I guess that would give a new meaning to “Honey, are you ready I am going to get the lead out!”

Your alarmist claim of “at least a 10% breakage rate” is false. US studies show 2-5% and much of that appears to be the result of misuse.
I find this SCANDALOUS.
Ignoring the questionable "wisdom" of depending upon Chinese manufactures for safe toys let alone safe condoms, how does a paper wrapped condom merit approval?
Given the level of STD infection in D.C., they could have really used them.
My dim recollection from my early-20’s condom-buying days (excuse me, evenings and early mornings) is that an expiration date, or even a sturdy wrapper, on any condom I bought at the nearest 7-11 at midnight was about as necessary and long-lived as a doily from a bag of Pepperidge Farms cookies.
Buying condom(s) in bulk in anticipation of using every one of them before they expired or became damaged via random jostling would have been inconceivable to me.

Condoms help Spread AIDs in D.C.. The pores in the condoms to let the air out are like Open City Gates to the HIV Virus!
