I believe the rules are that if the AF has it the Navy, Army and Marines can't.
The concern is that a common "super weapon" across all branches could fall vulnerable to a technological development, and that would render all branches simultaneously vulnerable.
The way the universe was divided the Air Force gets fixed wing, and the Army gets helicopters.
Navy gets things than can land on ships and the Coasties and Marines get screwed.
The Marine Corps would LOVE to have the A-10!

The AF and Navy both flew the F-4 Phantom, the Navy's version being beefed up for carrier duty. The A-10 is slated for retirement, i.e. the bone yard. It is still an excellent airframe with one hell of a gun in the nose. It seems the Corp would be lobbying for it to be transferred to them. The Corp has wasted untold billions on V-22 and it is still not right. Seems to me to be a cost effective move...oh, wait. "Cost effect" and "efficient" are banned in Washington. Never mind.

what the heck is a surfaced air threat? (Surface-to-air threat seems what was intended...)Surface to air is likely what he said, but maybe his words were sort of run together, and the journalist interpreted it as 'surfaced air threat'.
One of my nephews flew an Apache Longbow D in Afghanistan, in 2005, and took part in that search operation, as well.
