Al-Qaeda took a lot of flak in the Muslim world for not following the Koran and warning his enemies enough times as required. In recent tapes and messages Al-Qaeda has taken care to issue its demands and warnings in the proper form.
It looks to me like this "Have I not conveyed?" is an appeal to Muslims saying "See, we have warned them exactly as the Koran demands we do".
I do think this is a statement that their warnings and threats are over and action is forthcoming.
