Here is what we expect to happen next week, though it is far from clear yet. In short, we expect it to come up this week, and if Senators (as we expect) object to unanimous consent agreements, it will take the better part of 6-8 days to get this done. They will not get it done this week (but Reid threatens to stay in next weekend).
1. We expect Reid, in conjunction with support from McConnell, Lott and Grand Bargainers Kyl, Martinez, Graham and McCain, to introduce a brand new piece of legislation - and use Rule 14 to put the bill immediately on the Senate calendar without going thru committee - which of course, the first bill did not do as well.
* It is possible that Reid will choose a different procedural path - but we expect the effect to be the same.
2. We expect that the new bill’s drafters (White House, Kennedy, Kyl, Graham, et. al.) will use close to the same language as the original substitute amendment (the first immigration bill) as amended by the 14 Democrat and 13 Republican amendments adopted the the first go round.
3. A new Rule 14 bill takes 1-2 days to ripen, and then we expect Reid to file cloture on the motion to proceed (a step he will need to take because numerous Senators are objecting to any unanimous consent agreements). The cloture motion takes time to ripen, so that adds a full day and change before the vote (60). Then, there is 30 hours of “post cloture debate” that a number of Senators will refuse to allow to be shortened.
4. When the 30 hours expire, Reid will have the vote on the motion to proceed to the bill (majority).
4. Once on the bill, Reid will again file cloture (to shut off debate - again, a number of Senators will continue to object to unanimous consent agreements) - this time on the bill itself.
5. The guessing begins at this point - but we expect Reid - with the help and support of certain Republican leadership and the Grand Bargainers - to do something that we believe has never been done in the history of the Senate... he will use an arcane Senate procedure that allows a single amendment to be divisible into many - in this case, into the 20-odd amendments the Grand Bargainers are trying to cobble together to keep 60 votes in support of the bill. Traditionally, that amendment has been used to protect minority rights - but in this case, it will be used to PREVENT the minority from getting additional amendments called up and from being able to fully debate the amendments in question. It is, to our knowledge, unprecedented.
6. Once the cloture motion ripens (again, another day and change), the cloture vote can occur (60 votes) and then, again, there is 30 hours of “post cloture debate” during which Reid will run, in order, through the panoply of amendments offered by way of the division.
7. Finally, there will be a vote on final passage.
If Reid does this, with the help of certain Republican leadership and the Grand Bargainers, they will shut off the ability of Senators with concerns of the bill to offer additional amendments and to debate the amendments in question.
In the end, this means that if they have 60 lined up to support it - there is little that can be done procedurally - so it has become far more important than ever for Senators to hear from their constituents.

El Presidente works tirelessly, and will not stop until our country is totally screwed! We must work twice as hard to persuade our lawmakers. I fear the senate is a lost cause, but I’m sure this monstrosity can be killed in the house.
God, I wish El Presidente would have put this much fight and effort into social security reform, among other things.
I was watching UNITED 93 last night, and I have not stopped crying and yelling in rage at my TV.

Dear Senator Harkin,
As a native Iowan and excellent customer of the Internal Revenue Service, I am writing to ask for your assistance. I have contacted the Department of Homeland Security in an effort to determine the process for becoming an illegal alien and they referred me to you.
My primary reason for wishing to change my status from U.S. Citizen to illegal alien stems from the bill which was recently passed by the Senate and for which you voted. If my understanding of this bills provisions is accurate, as an illegal alien who has been in the United States for five years, all I need to do to become a citizen is to pay a $2,000 fine and income taxes for three of the last five years. I know a good deal when I see one and I am anxious to get the process started before everyone figures it out.
Simply put, those of us who have been here legally have had to pay taxes every year so Im excited about the prospect of avoiding two years of taxes in return for paying a $2,000 fine. Is there any way that I can apply to be illegal retroactively? This would yield an excellent result for me and my family because we paid heavy taxes in 2004 and 2005.
Additionally, as an illegal alien I could begin using the local emergency room as my primary health care provider. Once I have stopped paying premiums for medical insurance, my accountant figures I could save almost $10,000 a year.
Another benefit in gaining illegal status would be that my daughter would receive preferential treatment relative to her law school applications, as well as in-state tuition rates for many colleges throughout the United States for my son.
Lastly, I understand that illegal status would relieve me of the burden of renewing my drivers license and making those burdensome car insurance premiums. This is very important to me given that I still have college age children driving my car.
If you would provide me with an outline of the process to become illegal (retroactively if possible) and copies of the necessary forms, I would be most appreciative.

Ted Kennedy has already pushed SEVEN amnesties into law. None was followed by a reduction in illegal immigration. Why should anybody believe this one will be?
1. In 1986, Ted Kennedy’s blanket amnesty for 2.7 million illegal aliens promised a lot more enforcement but did not set any requirments for actual reductions in illegal immigration. The illegal flow continued.
2. In 1994, Ted Kennedy’s Section 245(i) Amnesty gave legal residence and jobs to 578,000 illegal aliens. It was a temporary rolling amnesty primarily for extended family members of immigrants who instead of waiting in line, come on to the country illegally. The illegal flow continued.
3. In 1997, Ted Kennedy’s extension of the Section 245(i) rolling amnesty was followed by an increasing flow of illegal immigration.
4. In 1997, Ted Kennedy also won an amnesty for close to one million illegal aliens from Central America. Illegal immigration sped up some more.
5. In 1998, Ted Kennedy won an amnesty for 125,000 illegal aliens from Haiti. The illegal flow continued.
6. In 2000, Ted Kennedy got the so-called Late Amnesty, legalizing another 400,000 illegal aliens who claimed that they missed out on Kennedy’s 1986 amnesty. Illegal immigration continued unimpeded.
7. In 2000, Ted Kennedy also won the LIFE Act Amnesty for an estimated 900,000 illegal aliens. It was another reinstatement of the rolling Section 245(i) amnesty., an estimated 900,000 illegal aliens. Illegal immigration accelerated.
Now, Ted Kennedy is saying that this amnesty is necessary if we are ever to stop the flow of illegal aliens. Why would any of these Senators believe him when he says this amnesty bill will end illegal immigration with a track record like his?
Kennedy is Godfather of the immigration mess.

Sam Brownback - let them know that this is the major reason I can not and will not support him for president, and will probably not vote to re-elect him to the senate (and no chance in the primary). It cheapens
American citizenship, encourages corruption, is a slap to all those that waited for a green card honestly, destroys the bottom half of the black community and that it is unethical and immoral.

Brownbacks aide laughed nervously when I said “You can guess how I feel about this since I call it amnesty”. However, he also sounded like he agreed with me. I feel sorry for that poor guy having to take so many calls against the view of the senator he works for.

I pointed out that the Ried pre-packaged amendments is not a full debate. I pointed out that Americans want border security and better enforcement and we dont need a massive amnesty for 12 million to get those things.

Since illegal immigrants are both disobeying law and evading identity laws and taxes, it is an oxymoronic question.

Finally, most Americans oppose giving Mexico special preference by allowing a larger number of Mexican immigrants to come to the United States. Fully 84 percent think Mexico should be treated the same as all other countries.”
So AGAIN, Americans disfavor the open border and pro-Mexico favoritism that is inherent in this bill. Could be why it is opposed 2 to 1.

Kind of off topic, but why is Senator Sessions having Bush do a fundraiser for him when they are on the exact opposite ends on the ongoing immigration issue? I know money is money, but Senator Sessions should be spending his whole time and efforts with Bush doing one-on-one discussions about everything that Senator Sessions knows about all of the problems that this entire “mess” creates for the long-term for the entire country! Senator Sessions truly needs to send the messages of each and every law abiding person here directly to President Bush while President Bush is with him in person!
