Yep. The Mafia boss doesn't want to have to attack you to collect the mark-up you and the subjects of his area owe him. He'd rather you just hand over the money so that no one gets hurt. Better for you, better for him. But break his law, and he will make an example of you. Why? Because not doing so would threaten the stability of his racket.
Understandable I guess, but don't kid me that what he is doing is morally consistent or economically productive.
