Carbon Tax Inevitable, Analysts Say By Nathan Burchfiel CNSNews.com Staff Writer June 06, 2007

(CNSNews.com) - A tax-based approach to reducing carbon emissions "is going to happen," a panel of economists and tax analysts agreed Tuesday, differing only on whether a carbon tax or a cap-and-trade system would be the best approach.

"This is going to happen anyway so we might as well enjoy it," Eric Toder, a senior fellow at the Urban Institute, said during a discussion at the organization's Washington, D.C., headquarters. "And maybe something good will come of it."

Toder and three other panelists discussed the costs and benefits of the two approaches to reducing emissions of carbon dioxide (CO2), which some scientists believe contributes to global climate change.

The panelists ruled out direct federal government regulation of emissions and tax credits for "doing good things," describing those as "inefficient" ways of addressing the issue.

A cap-and-trade system would place limits on how much CO2 industries may emit, and allow heavy emitters, such as power plants, to trade carbon "credits" with others that emit less.

A carbon tax would simply apply a tax to carbon emissions, creating an incentive to reduce the emissions to avoid the tax.

A carbon tax "gets the incentives right," said Rob Williams, an associate professor of economics at the University of Texas at Austin. He suggested such a tax could raise $100 billion per year in revenue.

Cap-and-trade credits are also "worth a lot of money," argued Terry Dinan, an economist at the Congressional Budget Office. She pointed to the success of sulfur emissions caps in the 1990 Clean Air Act as evidence that the cap-and-trade approach could succeed in reducing CO2 emissions.

Time to open the tool drawer and sharpen the lawyers. At the first appearance of a Marxist carbon tax, direct or indirect, a million lawsuits, in all existing courts, need to be filed. The carbon taxers will need to prove:

1) That carbon is a chief element in warming.

2) That man-made carbon is responsible.

3) That “warming” is indeed happening.

I’ll be filing my suit at the first indication of a carbon tax on any bill.

The idea that man can control climate change and the unproven science about the effect of CO2 on climate are just the kind of tilting at windmills that appeals to a generally ignorant American public that wants to feel good.

- As it turns out, the real money to be made is in carbon credit trading. A number of insider sharks have already sniffed out the fortune to be made by setting up companies whose sole purpose is to act as intermediaries by buying carbon credits and selling them along to countries or companies which need them as offsets - making a nice middle man commission in the process.
Think of it. These companies contribute absolutely nothing and risk nothing. They are simply paper shufflers who move credits around and their success depends entirely on the persons of influence that they can attract to their Board of Directors. Such a system virtually guarantees the use of political influence along with under the table bribes and kick backs to boost the volume of transactions. And, because trades will be between different countries, the ability of legal authorities to trace entire transactions and successfully prosecute offenders will be tied up in international courts forever. It’s going to be a prosecution proof bonanza for those who get in on the ground floor.

What I see...and this may still be five to eight years away (eight if Thompson wins)...is a new Democratic president at some point who simply calls this something other than a tax (a fee or some Scottish law term)...but it will be attached to your electrical bill and to your fuel tax. They won’t dare to take this out of income taxes or property taxes. And the beauty will be that it will be gradual...10 percent the first year...up to 40 percent the third year...60 percent the fifth year and finally 100 percent by the sixth year. A democratically controlled house and senate will push the matter across.

This issue alone...will be the driving force in the next major election after that point...to oust a huge segment of the congress and senate out. Then we will face a massively hostile European group who will be twice as anti-American as they are today (they were stupid enough to sign up and pay all of the carbon taxes).

The sad fact here...is that after you collect a tax...you must pay the revenue to someone. The entire structure is tied up to paying a third world country more money...which they will take in a corrupt fashion and waste as much as possible. This is the really sad fact of the whole thing. There is nothing gained out of this tax....other than taking more money from the wealthy and the poor of America. The European sector are so stupid...they would readily destroy their lives and their children’s lives....without even thinking of the consequences.

I’m VERY good at holding on to every dime what’s mine and that’s why I constantly harp on others to do the same. Cut off the blood flow (our tax dollars) to the cancerous tumor (our government) and the tumor will shrink. :)

And that’s also why you don’t hear me bitchin’ on these threads. I’d rather get others thinking versus just ranting.
