New York officials have long demanded that the DHS spend a huge chunk of its budget on anti-terrorism efforts in New York. This is not the case, so these New York officials really don’t see the DHS as a necessary agency anymore.

While I think we’ve got to do something about the name, the formation of the DHS made a lot of sense on many levels. I don’t think it’s fair to call it a “new” agency, its really just a re-ordering of the bubbles on the org chart.
Having Customs, Border Patrol, Immigration and the Coast Guard all in the same department makes a good deal of sense. Having the USCG over in the Dept of Transportation *never* made any sense.
I wasn’t in favor of the creation of the TSA. It wasn’t airport security that failed on 9/11. The knives the terrorists carried were perfectly legal to take on an airplane at the time. More security would be gained by letting *everybody* on the plane carry a knife (or a bat!) than can be gained by making sure that a terrorist is the only one on a plane with a weapon.
Beyond that though, the re-org that created DHS was maybe among the more sensible things that government has done in a long while.
But we gotta do something about that dumb name.

Often times the agencies still work against each other or keep critical information from each other. I also work for CBP and the wall between CBP and ICE is just about the same as the wall that existed between INS and Customs. Nothing much has changed.
You are right that breaking it up will not magically fix it.
