I’m still trying to find out from Korean media sources whether this guy was ever in the ROK army. Since he is a Korean citizen he’d risked charges of desertion/awol if he refused to show up for the draft.

Cho moved here in 1992 when he was 8.

Since he remained a Korean citizen, he was required as a Korean citizen to show up for Army/Navy duty when he was 18 years old, unless he got a deferment of some kiind.

Since he was still a Korean citizen, he would have been subjected to arrest for desertion if he ever went back there after he was required to show up for the draft and failed to do so.

If he did serve in the ROK army, I really wonder what they thought of him.
