Hence, the illegals have to know that they can contact the police and even testify in court without being prosecuted because of their illegal status.

That is a nice-sounding hypothesis. Does it fit with the real world?

In other words, are illegals currently willing to cooperate with the police and the courts?

Pictures of top 10 most wanted in LA. Up until recent stories about crime in LA posted by the LA Times--the pictures included the nationality of the murderers. They were all foreign nationals and mostly Mexican.

Only Boy Scouts think only 1.0 million illegal alien invaders in LA. Try a couple of million. There are 60,000 aliens collecting welfare for 100000 anchor babies. Take a real hard look at LA. It is a human cesspool of immense magnitude in area...it sprawls for miles in all directions. A Mexico City....and Mexico City aint pretty believe me.

Your disagreement is with the writer of the Sfgate.com .He made the interpretation of what Special Order 40 would do,and yes he stated that abolishing Special Order 40 would negatively impact legal immigrants.It is just scare tactics used to prevent the lawsuit from succeeding.

How can someone sue if they are breaking the law? Because I have had a slew of speeding tickets can I sue? Oh wait a minute I only have rights if I have entered the country illegally my bad. This is getting so ridiculous its not even funny.

The problem with the LAPD is William Bratton a former NYPD commissioner and who butted heads with Rudy Giuliani because he did not want to do what Rudy said. This guy is a total dick he does not want to do anything with illegal immigration is becuase he is affraid to do so.
This man is a loser he rates up with Serpico a two faced rat who turned people in to become into the position he is in now. He is affraid of controversy and will do anything to seperate himself from being negative. I have first hand knowledge of how Cheif Bratton is, he only wants to be on the news showing how great he is solving crime. Willy Williams who I have met was a great chief of police.

That whole ‘chilling the community’ thing is a giant red herring. The illegal immigrant community has a very strong and active rumor mill that involves around figuring out how to stay here. If the cops start enforcing the immigration laws against bad guys, the word will go out that only bad guys need to worry about it. Moreover, when dealing with a bunch of people whose culture teaches them not to deal with authorities, an officer who possesses the authority to send them back home has a greater likelihood of getting information than one who doesn’t. If the cops can’t deport you for refusing to talk to them, why talk to them?

Or there aren't any police officers who disagree with the current policy, and the guy is bringing suit on his own behalf. I've talked to a couple San Jose cops, and when immigration has come up they would rather focus on enforcing other crimes, and let the illegals off the hook so they do not lose informants.

The best way to eliminate illegal immigration through enforcement is to investigate employers of illegals. When the jobs dry up, they wont come here.

The Texas Leg. is trying to pass a bill to eliminate *sanctuary* cities in Texas. The Mayor of Austin, Will Wynn, was asked about the bill and tried to insinuate Austin was not technically a sanctuary city but, a friendly, inclusive city. He went on to say he would have to seek legal advice before he commented further.

you’re right but it is next to impossible for a street cops to get report an illegal, even a criminal, to the feds for any action. actually, it is totally impossible. especially in NY or LA.
