The reason remains unclear, but another Seoul-based expert on North Korea was quoted as saying it may be related to preventing defection of diplomats.

I am sure that Chia Head is not really thrilled to see his own sons, who educated in the West, behave like spoiled Western kids. Imagine thousands of diplomats' kids contaminating the minds of Pyongyang's elite.
Lately, he must see it everywhere in Pyongyang, which make it increasingly difficult to maintain god-like status for him and his family.
