Idaho to screen state employees, make sure they're legal

DATELINE: BOISE Idaho Idaho will begin using a new high-tech method to make sure state employees are eligible to work in the United States.

Gov. Jim Risch signed an executive order Wednesday requiring that all state agencies begin screening potential new employees through a federal database system to verify that they can legally work in the country.

Risch said he hopes local governments and private employers will follow the state's lead.

While it's the federal government's job to secure the country's borders, states have a role to play in curbing illegal immigration, too, Risch told a news conference.

"There's a second side to the illegal immigration coin, and that side is the job magnet," he said. "We must do our part to fight illegal immigration by ensuring we only hire those that are eligible to work in America."

Idaho is the third state the other two are Georgia and Colorado to begin using the federal screening program, dubbed Systematic Alien Verification for Entitlements, according to Risch's office.

Managed by the U.S. Bureau of Citizenship and Immigration Services, the program runs an employee's name, Social Security number or Alien Number, in the case of a legal immigrant and birthday through databases in the Social Security Administration and Department of Homeland Security.

It's meant to give employers a means of double-checking the information workers provide on their eligibility forms, said Risch spokesman Jeff Storti. Because the program is new, no data is available on its effectiveness, he said.

While participating in the program is voluntary, Risch said he hopes all businesses in the state start using the program to check new hires.

The program is free for employers, and could also protect them if they're accused of hiring illegal immigrants, he said.

"I think that most employers want to comply with the law," Risch said.

Each employee vetted through the screening process receives a verification number that says he or she is eligible for employment.

U.S. Sen. Larry Craig, R-Idaho, told reporters that cutting off illegal aliens from jobs was key to solving the country's immigration problems. Craig has promoted a plan to allow some of the 12 million illegal immigrants in the country to apply for citizenship, if they meet certain requirements.

"Our state needs a guest worker program. Our state needs foreign nationals in our work force. But we want them to be here legally," Craig said. "The more America becomes less a safe haven for illegals to work, the easier our responsibilities become on the border."

According to what is being reported in the media this morning, only about 5% of the Swift workers detained are being held on criminal charges, id theft and/or illegal re-entry.

They didn't defeat it. Each quarter in each state the employers must send a list of names ssns along with amounts paid on a wage list to the state unemployment insurance department.

Colorado used the new database to check against the database that SUTA had. They found 67 infants working - and one ssn was reported by 47 employers in the same quarter.
There were several large businesses that seemed to have a higher than average number of discrepancies.

These businesses were contacted and asked to review their records. Guess Swift was one that didn't take it seriously.

Trouble is Swift could have applied for H2B worker program and filled their positions. Greeley has always been a hotbed of illegal aliens. When I picked up the newspaper and saw the headlines "Rage and prayers in Greeley" I just about lost my breakfast.

illegal aliens are starting their own businesses, applying for a ITIN with IRS and using that ITIN meant only for paying federal income tax to forge a new identity. They are issued drivers licenses, liability insurance, DBAs etc. It looks just like a ssn except it starts with a 9. Employers issue them a 1099 and they pay no taxes and never file.

Hire one legal worker, pay him and he distributes the cash to all his other buddies. Used in landscaping and roofing. Illegal crew leaders.

Coming here illegally - having a baby who immediately is issued a ssn card - and you just make sure you name the baby exactly the same as your name and then going to work legally. The next child born, you sell or give the card to one of your friends or relatives.

We need a guest worker program like used to work before chavez and the unions got rid of it. Any employer that wishes to fill a position with a guest worker must send 25% of that workers wages to a holding account. When the worker legally exits the US they are given 15% of that money back. If they don't legally exit that money is forfeited and used to find them and return them to their country.

Until illegal aliens can't find work, they will keep coming.

Let me guess, they're just doing the things Americans aren't, is that it?

I mean, no Americans were lining up to kill Adrienne Shelley. Or Patrolman Rodney Johnson.

Or the Wilsons, Sean and Donna.

Each one of those people, and hundreds more every year, killed so the Swift Company and similar employers don't have to pay market wages to Americans.

Maybe you save a nickel on every hot dog or head of lettuce. So think of the 18 poor wretches mowed down by drunk, unlicensed, uninsured illegals in one small part of Virginia alone, when you're chowing down.

Yep. And six years of highly public non-enforcement of the law is one of the unlovely things about the complex package that is our president.

Businesses, like individuals, will do what they can get away with. (I notice that Swift and its unions are already trying to get their criminals out of pokey and back on the job).

It's a complicated problem, but it's not complicated to start dealing with it -- and that first step is to make the employers who game the system feel some serious pain. You don't have to get them all, any more than a traffic cop has to stop every speeder. Let people see the blue-and-white alongside the road, and they slow right down.

Next step is to target a farm... hit them during the picking season, hit them again, and hit them again, so that their tomatoes rot on the vine. Send a message and let all the farms wonder: who's next? Give them the incentive and they'll stop cheating and start checking.

And yes, we need better ways to track and document these guys... which isn't going to happen with GWB in the White House. He's from the branch of the Republican Party that's content to kill off a few Wilsons for a good quarter for meat-packing stocks. It was shameful to see the immigration doves like the Prez and the WSJ's resident Democrat Tamar Jacoby doing the happy dance when the Dems won Congress -- because it increases odds of their only legislative objective, amnesty, being passed.

I only went through the first window or screen of these. The first three are Americans (Brown, Lopes and Juarez). Scrolling down as far as Lam and Trejo, the rest are all immigrants. Beyond that I didn't go.

Usually this page breaks about 60/40 alien/citizen with almost all the aliens illegal, if you add them all up. This is only murderers who are wanted by the FBI for some Federal violation as well as the murder (which is almost always a state rap).

I don't believe that aliens actually commit more murders than citizens, just that aliens are more likely to flee with enough success that the FBI has to start looking for them.

One of the US citizens is a prison escapee who's supposed to be doing life -- and has since been arrested twice and released twice. What a country!
