BEIT HANOUN, GAZA STRIP — Nabil Kafarneh's life is a violent one, so fraught with danger that he rarely leaves his home on the west side of Beit Hanoun. Going to Gaza City, or even the east side of this anarchic town, means putting his life at risk.

Mr. Kafarneh isn't a wanted militant, or even a key figure in the raging battle between political factions. But he's a senior member of the Kafarneh family, and his clan is at war.

The Gaza Strip has long been racked by violence, the sort that can spring out of nowhere when you least expect it. But in recent months, with the bankrupt Palestinian Authority unable to pay salaries to its soldiers and police, the last shreds of law and order have disintegrated. Angry and fearful, Gazans are turning to the last group they can trust — their families.

Sparked by incidents as mundane as a neighbourhood battle over a water well — or as bizarre as a traffic accident involving a donkey — the armed clans have turned their weapons on each other.

While Gaza was always a very clannish society, the open warfare between families is a byproduct of the social and economic crisis the strip has been plunged into since Hamas was elected to lead the Palestinian Authority and Western countries responded with an aid freeze.

Aw, BS.

Theft has skyrocketed, as Gazans turn to crime to pay for their new habits. The rising number of kidnappings in Gaza also plays a role, as ransom money is often used to buy cocaine, hashish, marijuana and weapons.

A bunch of thieving dope dealers. Typical gang activity.

F 'em. May they kill each other.

Far more years ago than I care to remember when I was in high school in an unnamed Chicago south suburb I took an honors sociology class. One of the class members suggested the McPherson Plan for dealing with violent gangs of juvenile delinquents. His brilliant idea was to take a large Cook County Forest Preserve (Cook County has quite a few), surround it with barbed wire, collect all the JDs, give each one a sawed off shotgun and all the shells he could carry, release them in the compound, and let nature take its course. The authorities would periodically drop in food, water, and additional weapons and ammunition to keep the festivities going.

It looks like the Israelis have implemented the McPherson plan for the Palis.
