No, it's been pretty well settled that we have some innate capacity for language acqusition that Chomsky was talking about. Steven Pinker's The Language Instinct is the best book on the topic for laymen.

How screwy do you have to be to think that something like
this would have a snowball's chance in hell of ever working.
I find it depressing people buy into Chomsky and his nonsense just because its couched in fancy wording.

He was the first to suggest that there was an innate "linguistic module" that instinctively allows us to acquire language.He applied Dembski math to language learning, asserting that the "linguistic module" could not have evolved, and language learning cannot happen via an evolutionary algorithm.
He was and remains an ID proponent. Language is irreducibly complex.
