Frist will control what comes to the floor. Even if we lose the vote (ie, not garner 60 votes), the vote for the McCain bill not be allowed.
So, suppose you are Debbie Stabenow or any other RAT Senator facing some level of opposition for re-election. Do you want to vote against the President's bill or not, mindful that you have no alternative.
Mike Bouchard would love for Stabenow to vote NO on the Bush/Frist bill with no substitute on the horizon. Great campaign ad: "Stabenow sides with terrorists over CIA officers and US armed forces."
