The US warned Britain that it was prepared to seize the key suspect in the UK's biggest ever anti-terrorism operation and fly him to a secret detention centre for interrogation by American agents, even if this meant riding roughshod over its closest ally, The Observer can reveal.

American intelligence agents told their British counterparts they were ready to 'render' Rashid Rauf, a British citizen allegedly linked to al-Qaeda in Afghanistan and who was under surveillance in Pakistan, unless he was picked up immediately. Rauf is the key suspect in the alleged plot to detonate explosives on up to 10 transatlantic planes that was exposed in August and, according to the police, would have brought 'mass murder on an unimaginable scale'.

The Americans' demand for Rauf's quick arrest dismayed the British intelligence services, which were worried that it could prompt terrorist cells in the UK working on separate plots to bring forward their plans or go underground. In the weeks preceding his arrest it is understood that MI5 and MI6 discussed with their US counterparts the best way to dismantle the alleged plot. Britain wanted more time to monitor Rauf, but the US was adamant that Rauf should be arrested immediately.

H.R. 6138, the "Third Higher Education Extension Act of 2006," which extends programs authorized under the Higher Education Act of 1965 (HEA) through June 30,2007, and amends the HEA in various ways, including authorizing cancellation of student loan indebetedness for certain individuals affected by the September 11, 2001, terrorist attacks; and

President's Radio Address

THE PRESIDENT: Good morning. Today I want to talk to you about a matter of national security that has been in the news -- the National Intelligence Estimate on terrorism. The NIE is a classified document that analyzes the threat we face from terrorists and extremists. Parts of this classified document were recently leaked to the press. That has created a heated debate in our Nation's capital, and a lot of misimpressions about the document's conclusions. I believe the American people should read the document themselves and come to their own conclusions, so I declassified its key judgments.

The National Intelligence Estimate confirms that we are up against a determined and capable enemy. The NIE lists four underlying factors that are fueling the extremist movement: first, long-standing grievances such as corruption, injustice, and a fear of Western domination; second, the jihad in Iraq; third, the slow pace of reform in Muslim nations; and fourth, pervasive anti-Americanism. It concludes that terrorists are exploiting all these factors to further their movement.
Some in Washington have selectively quoted from this document to make the case that by fighting the terrorists in Iraq, we are making our people less secure here at home. This argument buys into the enemy's propaganda that the terrorists attack us because we are provoking them. Here is what Prime Minister Tony Blair said this week about that argument: "This terrorism isn't our fault. We didn't cause it. It's not the consequence of foreign policy." Prime Minister Blair is right. We do not create terrorism by fighting terrorism. The terrorists are at war against us because they hate everything America stands for, and because they know we stand in the way of their ambitions to take over the Middle East. We are fighting to stop them from taking over Iraq and turning that country into a safe haven that would be even more valuable than the one they lost in Afghanistan.

Iraq is not the reason the terrorists are at war against us. Our troops were not in Iraq when terrorists first attacked the World Trade Center in 1993, or when terrorists blew up our embassies in Kenya and Tanzania, or when they bombed the USS Cole, or when they killed nearly 3,000 people on September the 11th, 2001. Five years after the 9/11 attacks, some people in Washington still do not understand the nature of the enemy. The only way to protect our citizens at home is to go on the offense against the enemy across the world. When terrorists spend their days working to avoid capture, they are less able to plot, plan, and execute new attacks on our people. So we will remain on the offense until the terrorists are defeated and this fight is won.

In my recent speeches, I've said we are in the early hours of a long struggle for civilization, and that our safety depends on the outcome of the battle in Iraq. The National Intelligence Estimate declares "perceived jihadist success there would inspire more fighters to continue the struggle elsewhere." It also says that "Should jihadists leaving Iraq perceive themselves, and be perceived, to have failed, we judge fewer fighters will be inspired to carry on the fight."

Withdrawing from Iraq before the enemy is defeated would embolden the terrorists. It would help them find new recruits to carry out even more destructive attacks on our Nation, and it would give the terrorists a new sanctuary in the heart of the Middle East, with huge oil riches to fund their ambitions. America must not allow this to happen. We are a Nation that keeps its commitments to those who long for liberty and want to live in peace. We will stand with the nearly 12 million Iraqis who voted for their freedom, and we will help them fight and defeat the terrorists there, so we do not have to face them here at home.

U.K. Web Site Posts 9/11 Hijacker Video

Mohamed Atta, the ringleader of the Sept. 11 terror attacks, smiles and jokes with another hijacker before the two turn serious and speak intently to a camera in a video posted Sunday on a British newspaper's Web site.

The Sunday Times said the video, which was dated Jan. 18, 2000 _ about a year and a half before the attacks against the United States _ was made in Afghanistan for release after the men's deaths.

For more than 30 minutes, the video shows Atta, who flew one of the planes that crashed into the World Trade Center, and Ziad Jarrah, who piloted United Airlines flight 93 that crashed into a Pennsylvania field, both alone and together.

It is unclear what Hamid Mir is claiming today on Fox since the news reports seem to indicate that U.S. authorities have been in possession of this tape for some time. Mir apparently thinks it is important that al Qaeda released it publicly at this moment.

Secretive new bioweapons facility under construction

Snip: On the grounds of a military base an hour's drive from the capital, the Bush administration is building a massive biodefense laboratory unlike any seen since biological weapons were banned 34 years ago.

The heart of the lab is a cluster of sealed chambers built to contain the world's deadliest bacteria and viruses. There, scientists will spend their days simulating the unthinkable: bioterrorism attacks in the form of lethal anthrax spores rendered as wispy powders that can drift for miles on a summer breeze, or common viruses turned into deadly superbugs that ordinary drugs and vaccines cannot stop.

Managers of the National Biodefense Analysis and Countermeasures Center say it will explore the consequences of biological attacks, at times by simulating or creating small amounts of biological agents to study how to defend against them. Some research priorities suggested in government documents:

* "Weaponized" pathogens: Microbes, such as anthrax spores, pictured above, that have been converted into a fine powder or other form that can be easily spread.

* Novel delivery systems: Modern techniques and devices that can disperse viruses and bacteria over a wide area.

* Genetically engineered threats: Pathogens that have been genetically altered to make them more virulent or harder to defeat.

I saw Mr. Mir's interview on Fox this morning. His information seems to conflict with the other reports of possession of the tape. But, he sounded pretty convinced of whatever he was trying to say.
